Due to historical and cultural factors in the past, Taiwan and Japan have developed a complementary relationship in terms of economic interaction and industrial cooperation. Bilateral investment and trade clearly show the strong connection of the industrial chain between both sides. In view of this, how to enhance enterprise competitiveness through strategic alliances, while facing internal and external environmental challenges, economic difficulties and social problems has become a crucial issue. This study uses the cooperation cases of Taiwan and Japanese enterprises in the Information and Communication Technology (ICT) industry to explore the factors affecting their cooperation. This research utilizes semi-structured in-depth interviews instead of Delphi questionnaire, and draws up a revised Delphi questionnaire based on the analysis of expert opinions. After the important factors are selected and the consistency of the expert opinions assessed, AHP is applied to obtain the overall weight of shadow factor and the weight of each factor. It is hoped the conclusions of this study can be used as a basis for the evaluation of strategic alliance between Taiwan and Japan enterprises, thereby enhancing the opportunities for further cooperation.
