太平洋聯盟與其對亞太地區之願景 拉美區域整合的新選項？
The Pacific alliance and its vision towards Asia Pacific: an alternative for the regional integration of Latin America?
摘要
太平洋聯盟為哥倫比亞、智利、墨西哥及秘魯所組成的區域整合組織。從本質上來說，太平洋聯盟的目標策略在於擴大市場、深化自由貿易、強化會員國經濟。目的是吸引國際市場及成員國之間的貿易，成為一個主要集中在亞太地區的經濟及貿易平台。 經濟全球化現象造成了全球貿易擴張，而太平洋聯盟就是拉丁美洲最新的一項區域創舉，這對建立深度的區域整合產生了積極的期望，並有助於創造生產鏈及增加貿易和投資流量，同時提高組成國家的生產能力。而為了使供應及出口目的地多樣化，亦通過簽署國際貿易協定來消除限制其經濟發展的障礙，從而改善外交政策，使在其領土上的投資及商業建立條件更 具吸引力。 亞太地區的特點是具多樣性及異質性，它的發展是依靠自由市場為基礎，經濟保持快速增長，整合成一個大型的全球發展區域，在貿易流動及外國投資中扮演著一個不斷增長的中心地位。而從亞洲國家所累積的經驗，可以研究太平洋聯盟所會面臨的挑戰及風險，以尋找可以促進該地區經濟增長的因素。

The Pacific Alliance emerges as a regional integration block conformed by Colombia, Chile, Mexico and Peru. It’s essentially a strategy to expand markets, strengthen the economy and promote the free trade, in order to attract markets at international level and also among them, designed as an economic and commercial platform, focusing mainly on the Asia Pacific region. The economic globalization phenomenon gave as an outcome the expansion of world trade. One of the most recent regional initiatives, in Latin America, is the Pacific Alliance, which has generated positive expectations around the conformation of an area of solid integration that can benefit the creation of productive chains which will increase investment and trade flows, while improving the productive capacity of these countries. These diversifies their supply and export destinations and eliminates barriers that limit their economic development, improving their foreign policy through the signing of international trade agreements, making investment conditions and business establishment in their territories more attractive. The Asia Pacific region is characterized for being diverse and assorted, and it has developed under a free market model, maintaining a dynamic and accelerated rate of growth, allowing to consolidate itself as a zone of globalized economy, attracting foreign trade and investment. Based on the Asian countries trade model experience, it is possible to determine the challenges of the Pacific Alliance in search of factors that can promote economic growth of the region.
