胡錦濤時期中國人民政治協商會議組織及其功能之研究(2003-2013)

摘要

本研究主要目的是為探究中共領導下的統一戰線組織「中國人民政治協商會議」（以下簡稱「全國政協」）從成立後一至九屆至中共第四代領導人胡錦濤執政十年間的「全國政協」第十屆至十二屆組織及其功能是否有產生改變？改變原因為何？試圖透過結構功能及新制度的途徑與文獻分析及比較的方法來檢視胡錦濤執政時期的與執政前的關於「全國政協」的相關文獻來回答造成組織功能改變變因為何。

研究結果發現，胡錦濤執政時「全國政協」組織及其功能改變的變因為：1.經濟發展下的社會結構改變，政協組織作為政府與社會的中介橋樑為適應新型態的社會結構亦會做出符合當時的社會結構，而結構的改變必然導致組織功能的改變。2.政協組織同時又作為中共領導下的統一戰線組織，在胡錦濤執政時提出構建「社會主義和諧社會」體系及「科學發展觀」的意識形態指導下，政協組織的行為必定會隨中共所制定的方向進行改變，以作支撐中共政權穩定性的來源，因而意識形態影響亦成為組織功能改變的變因。

The purpose of this research is analyzing the differences of the organization and abilities between the 1st to 9thand the 10thto 12th when the decade of the Hu’s presidency of the Chinese People's Political Consultative Conference? What are the causes? This research is using structural capability& new way, and document analysis& comparing to review the causes of changing the abilities of organization in Hu’s presidency.

This research concluding and analyzing, the causes of the change of the organization and the abilities of the Chinese People's Political Consultative Conference in Hu’s presidency are,
1’ The changes of social composition under the development of economy, the Chinese People's Political Consultative Conference is the bridge of government and society and it will turn into a new style in order to conform the new social structure. 2’Simultaneously, the Chinese People's Political Consultative Conference is being the united front organization which is under the system of developing “harmonious socialist society” and “the Scientific Outlook on Development” in Hu’s presidency, and it will stand to the policies which are made by the China government in order to support the resource of the China authority stably. Then, the affection of ideology becomes the cause of the change of the function of organization.
