摘要
本研究的目的在建立健康城市中環境指標的空間策略操作，並藉由世界衛生組織WHO所提出的「健康城市」環境指標與「田園城市」理論的空間論述探討，據此提出設計操作的策略與方法來對應人造環境中健康促進的問題。 本論文形成操作策略建構的過程可分為四個部份： 1.理論回顧―課題的價值建構 研究西方近代都市理論演變的過程，經由行為、景觀、量化及 發展四個價值取向定義，則以「田園城市」所提出的具體模型理 論，當作「健康城市」空間面向的思考部份，從中找出本論文主 要空間分析的價值群。 2.案例分析―設計的原則建構 選取台北市生活品質較好的「民生社區」作為建構健康空間的 設計原則發現，分析重點在鄰里單元間的戶外開放空間上，最後 歸納出二十九項構成健康空間的設計原則。 3.理論建構―設計的認知建構 關於空間專業領域的理論操作建構，本研究傾向行動觀察方向 的建立，希望提供理論的舖陳到實質環境的應用，以評估、驗證 式圖表的理論建構方式進行。 4.設計操作―空間的策略建構 以懷生國小學區之鄰里單元做為設計操作的對象，由五個課題 價值找出其基地之空間問題，借由設計的具體呈現，驗證案例分 析的設計原則是可當作支持性的健康空間實行之策略。 由理論所抽離出的可操作性空間課題群，輸入到案例的分析與設計操作的分析後所提出的原則與策略運用，本研究提出三個針對健康城市、環境指標、操作策略建構之觀點性結論： （一）、實質環境做為環境指標工具的驗證場所，需要建立明確的 課題關係以能支持具體的改造行動。 （二）、環境指標做為實踐健康空間理念的價值定位，應建立在變 動的環境議題取向。 （三）、健康城市概念應具體化於實質環境，可借由案例經驗建立 起設計原則的可行性評估。

The purpose of the study is to develop the space operations of environmental indicators. And to indicate the operation strategy and method to respond to the problem of health promotion in manmade environment through the space discourse of “Garden City”and “Health City” illustrated by WHO. This study formed the process of strategy construction from four perspectives: 1.Review the discourse－the value in the issue The process to study urban theory change in west were to pass through four value Orientations : behavior, landscape, quantification and development. The study tries to use the Garden city model to illustrate spatial issues in healthy city and finds key issues. 2.Case study－the framework of design for study The study took Min-sheng community which has good reputation in Taipei City as example to build health space. The important analysis were lying on open space in neighborhood unit. Finally this study concluded twenty- nine designing principles for forming health space. 3.Theory construction— cognition construction of design In the theory construction in space profession, this study intend to build action Observation. The theory construction process is to use estimate diagram in theory and application . 4.Design Operation: strategy construction in space This study took Huai-sheng Elementary school as an example to find space problems in five issues. When design presented, the design principle in this case can support the strategy of healthy space. From extraction the space issues in theory to the analysis and strategy of case study and design operation. This research indicates three conclusions for healthy city, environment indicator and operation strategy construction: （一）To build clear issue to support transformation motivation while taking physical environment as a test place of environmental indicator. （二）Environmental indicator should build on the base of change to practice the concept of healthy space. （三）Design principles are the key factor for developing the concept of “Health City”into physical environment.
