摘要

本論文以歷史角度切入、描述在局勢多變的世界情勢下國會外交，以及外交的重要性，其面對困境所做出的解決方案。文中比較中華民國(台灣)立法院國會與墨西哥國會。並從此角度中提出夠鞏固兩國雙邊關係的方法與措施。

This thesis work is of historical character, conceptual, descriptive and analysis on the importance of diplomacy and parliamentary diplomacy, as a unique alternative to the solution to the problems we face in the world, especially the role of Parliament of Taiwan and to present a comparable framework with the Parliament of Mexico, and from that, to offer reflections that allow us to deepen and strengthen the bilateral relations between the two countries
