臺灣南部永續水資源之研究

Study of Sustainable Water Resources in Southern Taiwan

摘要


近年來氣候變遷的所造成的影響,要不就完全不下雨,再不然就是降雨量過於龐大集中,例如2009年8月莫拉克颱風所引起的88水災、2011年5月11日總統主持節水與防汛會議,因為台灣面臨八年來最嚴重的旱象。可以見得,這種靠天吃飯的方法絕對充滿很多不確定性。 本研究在提出一是台灣南部地區民眾不超抽地下水,也無水資源缺乏問題;其二是在台灣南部地區民眾不超抽地下水,缺乏南部重要水庫一次的水庫有效含量;其三是在台灣南部地區民眾不超抽地下水,缺乏南部重要水庫兩次的水庫有效含容量,第三方案也就是台灣南部極度缺水的狀態看要以海水淡化、水庫清淤、自來水管線維護、雨水利用及新生水如何來解決問題,並以解決問題為首要任務不以花費金額為主要考量為原則。 水庫清淤與自來水管線維護雖然耗費金額龐大,但是不能擺著不管,必須還是必須編列預算執行,至於雨水利用目前已經做得不錯,是成本低且最貼近民眾讓民眾體會到節水意義的方式,再者海水淡化廠及新生水廠,我們仿效新加坡的規模及技術希望能達到水資源永續,使臺灣不為水困惑,在往後更能成為一個水資源的出口國。

Reservoir Cleaning and maintenance of water pipelines Although consuming large amount of money, but not them the matter, you must still have to budget implementation, as already done a good use of rain water is low cost and most close to the people so that people understand the significance of water-saving methods Furthermore, NEWater desalination plant and we follow the example of Singapore's size and technical resources to achieve sustainable hope that Taiwan is not confused water in the future to become a better water exporter.
