本研究以半結構式訪談方法為主,觀察與文件分析法為輔,旨在探討新北市偏遠地區國小附設幼兒園經營管理面臨之困境與因應提出的解決策略。本研究主要目的有: 一、瞭解新北市偏遠地區公立國小附設幼兒園經營管理現況。 二、探討新北市偏遠地區公立國小附設幼兒園經營管理問題或困境。 三、分析新北市偏遠地區公立國小附設幼兒園面臨問題或困境之因應策略。 四、根據研究結果,提出可供教育相關單位未來政策改革及運作參考之建議。 本研究之研究對象為新北市北海岸地域中的淡水區、石門區、金山區中不同規模各選取一所,針對幼兒園經營管理有直接接觸的校長、主任進行訪談,每所訪談兩人,共六人。本研究之主要結論包括: 一、新北市偏遠地區公立國小附設幼兒園在2016學年度原有62所,但因教育部修訂偏遠地區的標準,2018學年度起減為39所 二、新北市偏遠地區國小附設幼兒園雖地處偏遠,但擁有較豐富自然資源。 三、新北市偏遠地區國小附設幼兒園人口外移,招生人數受到影響。 四、新北市偏遠地區國小附設幼兒園設備設施因經費短缺,常處於年久失修之困境。 五、家長擔憂就讀偏遠地區國小附設幼兒園會讓孩子輸在起跑點。 六、新北市偏遠地區幼兒園教保服務人員對於學校認同感低,流動率高。 七、新北市偏遠地區幼兒園因地理位置而侷限活動空間。 八、新北市偏遠地區國小附設幼兒園繁重的行政工作影響教師兼任行政職務的意願。 九、新北市偏遠地區國小附設幼兒園突破困境的因應策略首在點亮幼兒園特色,建立幼兒園口碑行銷。 十、新北市偏遠地區國小附設幼兒園突破經營困境最直接的策略在於帶動孩子的轉變。 十一、新北市偏遠地區國小附設幼兒園宜走出校園延伸教學場域,並提升教師熱忱,強化團隊效能。 十二、新北市偏遠地區國小附設幼兒園應視個別條件選擇合宜的因應策略。
This study, via adopting the methods of semi-structured interview, observation and document analysis, aimed to explore the operation and management problems faced by the preschools affiliated to elementary schools in remote areas of New Taipei City (the affiliated schools, for short) and their corresponding strategies. The main purposes of this study included: 1.To understand the current operation and management of the affiliated preschools. 2.To explore the management problems faced by the affiliated preschools. 3.To analyze the corresponding strategies adopted by the affiliated preschools. 4. To propose, based on the research findings, suggestions for the reforms of related policies, as well as the improvement of preschools, in the future. By using purposive sampling, this study selected 3 different-sized preschools located in Tamsui, Shimen and Jinshan Districts, respectively, as the samples of this study, and 2 principals or directors were interviewed in each preschool. The main conclusions of this study were: 1. The number of the preschools affiliated to elementary schools in remote areas of New Taipei City was 62 in 2016 academic year, but after the revision of standard for the “remote areas” by the Ministry of Education, reduced to 39 in 2018. 2. The preschools affiliated to elementary schools in remote areas of New Taipei City owned richer natural resources, though their location was comparatively remote. 3. The annual intake number of the children of the affiliated preschools was reduced, because of the emigration of the residents in their areas 4.The equipment and facilities of the affiliated preschools had been in need of repair, due to the shortage of funds. 5.Parents were mostly worried about the disadvantaged position of lagging behind of their children in the affiliated preschools. 6. The Faculties (including teachers and caregivers) of the affiliated preschools had low recognition and high turnover rate. 7. The geographical condition of the affiliated preschools had resulted in their limited activity spaces. 8. The heavy administrative work burden of the affiliated preschools had lowered teachers’ intention to take up administrative work. 9. To highlight the special characters so as to establish good reputation of the affiliated preschools should be regarded as the best strategy while tackling their management problems. 10. To change the learning attitude of children was the most direct strategy of the affiliated preschools. 11.It is better for the affiliated preschools to extend their activity spaces to outside ground of the campus, and by enhancing teachers' enthusiasm to strengthen teaching effectiveness. 12.It is better for the affiliated preschools to choose strategies according to their own individual needs.
