網際網路和科技的進步,人工智慧在第四次工業革命後正式誕生。人工智慧可創造範疇經濟,因此成為世界各國重要戰略產業發展項目之一,人工智慧發展牽涉大數據的使用,然而並非所有數據都能隨意取得,國家安全議題、貿易議題、金融議題等,世界各國皆已注意到此問題。2018年,以日本為首CPTPP區域經濟整合組織針對人工智慧能力進行監管,所以此國際組織對以身為人工智慧供應鏈一環及以出口導向為主的台灣甚為重要。長期被國際組織排除在外,壓抑台灣經濟發展的潛力,並扼殺台灣在國際舞台展現能力的機會。近期國際總體環境的變化,台灣加入CPTPP的機會日增。本文透過文獻分析方式,從數據隱私和經濟兩方面分析台灣若無加入CPTPP,在人工智慧發展上可能面臨之困境。經研究發現,在戰略貿易上,加入CPTPP不僅能讓台灣重新與世界接軌,免於被貿易邊緣化危機,還能吸引台商回流,增加內需市場動力和降低外資影響力。電子商務條款讓人工智慧能力在管制下也能更加完整,同時在軟硬體開發上,讓世界看見台灣製造實力。
With the advancement of the Internet and technology, artificial intelligence was formally born after the fourth industrial revolution. Artificial intelligence can create a Scope economy, so it has become one of the important strategic industrial development projects in countries around the world. Artificial intelligence development involves the use of big data, but not all data can be obtained at will. National security issues, trade issues, financial issues, etc. Have noticed this problem. In 2018, Japan-led CPTPP regional economic integration organization supervises artificial intelligence capabilities, so this international organization is very important for Taiwan, which is part of the artificial intelligence supply chain and export-oriented. It has long been excluded from international organizations, suppressing the potential of Taiwan ’s economic development and stifling Taiwan ’s opportunity to demonstrate its capabilities on the international stage. With the recent changes in the overall international environment, the opportunities for Taiwan to join the CPTPP are increasing. This article uses literature analysis to analyze the dilemma that Taiwan may face in the development of artificial intelligence if it does not join the CPTPP in terms of data privacy and economics. Studies have found that joining CPTPP in strategic trade will not only enable Taiwan to reconnect with the world and avoid being marginalized by trade, but also attract Taiwanese businessmen to return, increase domestic demand market momentum and reduce the influence of foreign investment. The terms of e-commerce enable artificial intelligence capabilities to be more complete under control. At the same time, in the development of hardware and software, the world can see Taiwan's manufacturing capabilities.
