兩岸經貿合作機制之研究 ─ 以平潭綜合實驗區為例

摘要

一、 「平潭綜合實驗區」是專門為台灣所量身訂做的，深受中國大陸中央政府的支持與奧援，除了是一個兩岸經濟合作的實驗特區之外，其背後更是隱含著「一國兩制」實驗區的意義。
二、 台灣自2008年馬英九政府上台以來，和海峽對岸的經貿交流十分密切，其間定期辦理「江陳會」，讓兩岸重起談判，並實現『大三通』、簽訂「ECFA」，等重大兩岸經貿協議。
三、 「平潭綜合實驗區」被視為「海西區」的先行實驗區，包含有「區域經濟整合」和對台實行「經濟統戰」的兩種主要的戰略思維。「海西區」則是是以福建省為主體，包含浙江省南部，江西省南部，以及廣東省東部，共約25 萬平方公里，人口近9000 萬人，人年均收入達2800 美金，和台灣在地緣、血緣上的關係非常親近。
四、 到目前為止，「平潭綜合實驗區」與台灣之間的經貿往來雖然日益活絡，但是受限於台灣內部的政黨對立、「平潭綜合實驗區」本身在基礎建設上的不足，和拓展市場與腹地時所受到的限制，其前景仍有疑慮。

3、"Pingtan comprehensive experimental zone" is regarded as first experimental zone "Haixi Zone", includes "regional economic integration" and Taiwan to implement "economic united front" of the two main strategic thinking. "Haixi Zone" is based in Fujian Province as the main body, including the south, southern Jiangxi and Guangdong province in eastern Zhejiang Province, a total of about 250,000 square kilometers, a population of nearly 90 million people with an average annual income of 2,800 dollars, and Taiwan in geopolitical, blood on the very close relationship.
4、So far, "Pingtan comprehensive experimental zone" and the economic and trade exchanges between Taiwan although increasingly active, but limited to the internal political opposition in Taiwan, "Pingtan comprehensive experimental zone" insufficient on its own infrastructure, and expand market with the hinterland of the restrictions imposed, the prospects are still doubts.
