巴西申請2017年世界大學運動會策略分析

一直以來，巴西為國際大型運動賽事常見的主辦國家，其曾舉辦世界盃足球賽、世界大學運動會以及奧林匹克運動會等，但是在2011年時，巴西申辦2017年世界大學運動會卻慘遭滑鐵盧，敗給第五次申請世界大學運動會的中華臺北，此波反轉情況，值得研究者深入了解其中的原因，為此本研究採用文獻分析法以及SWOT分析，探討巴西申辦2017年世界大學運動會失利之原因。經分析結果顯示：巴西已成功成為2014年世界盃足球賽以及2016年奧林匹克運動會的主辦國家，國際大學運動總會考量巴西國家財政與經濟問題，應無法因應其陸續舉辦世界大型運動賽事，且巴西過去曾因國家財政問題，導致退出世界大學運動會的主辦國，因此巴西的財政問題應為此次失利的主因之一。另此次與巴西競爭的對手為中華臺北，中華臺北過去已經連續申辦四次世界大學運動會未果，但此次受到中國委員的態度反轉以及日本委員的鼎力支持，所以中華臺北獲得全體亞洲委員的票數，成為中華臺北勝出之原因，以及巴西落敗的主因之二。有鑑於此次巴西的事件，本研究建議未來申辦世界大學運動會的國家和城市，應先審慎地考量主辦世界大學運動會的成本與利益，以及國家的財政狀況是否足以支應，避免再次發生巴西過往由喜劇變成悲劇的事件。

Brazil has always been a host country for international major sporting events. Brazil hosted the World Cup, the World University Games, the Olympic Games, etc. However, in 2011, Brazil’s bid to host the 2017 World University Games was defeated and it lost to the Chinese Taipei who lost to the fifth World University Games. This incomprehensible situation is worth the researchers to understand the reasons. Therefore, this study used documentary analysis and SWOT analysis to explore the reasons for Brazil’s bid to host the 2017 World University Games. The results show that Brazil has successfully become host country for the 2014 FIFA World Cup and the 2016 Olympic Games. The Federation International Sport considers Brazil’s national financial and economic issues and should not be able to cope with its successive major world sports events. In addition, Brazil’s past host country that had withdrawn from the World University Games due to financial problems in the country. So Brazil’s financial problems should be one of the main reasons for this loss. In addition, the opponent who competes with Brazil is Chinese Taipei it’s it has already failed to bid for four consecutive World University Games. However, this time, the attitude of Chinese committee members has been reversed and the support of Japanese members has been fully supported. Therefore, Chinese Taipei won the votes of all the Asian members and became the reason why Chinese Taipei won, and one of the main reasons why Brazil lost. In view of this incident in Brazil, this study suggests that the countries and cities that will host the World University Games in the future should carefully consider the costs and benefits of hosting the World University Games, and whether the country’s financial status is sufficient to support the recurrence of Brazil’s past events.
