後疫情時期日本政府與社會的防政策之研究

現在隨著新冠肺炎的影響，生活、經濟等受到很大的變化。本論文以日本政府、企業、學校為中心考察在2020年間受到新冠肺炎疫情的影響，以及日本政府、企業、學校的防疫政策。本論文以疫情影響為主軸調查在社會上受到的影響。本論文由三個章節所組成，第一章了解西班牙流感、黑死病、痲瘋病過去流行性疾病的感染對策以及政府方、企業方、校方在疫情發生前、中、後時期的風險管理。第二章2020年1月到12月與新冠肺炎相關的報導用AI文字探勘技術分析，發現一年內的變化。第三章從危機管理的角度探討各事件以及考察台灣的防疫政策。如同以上，本論文的成果為，從以前的防疫政策可以看到用戲劇、短劇、歌曲來宣傳防疫政策。受到新冠肺炎的影響日本政府寄出支援政策、生活補助金、獎學金等等。台灣則是常常用電視和社群媒體推播防疫政策，政策嚴格實施、罰錢，被認為是成功防疫的因素。

Currently, life, economy, and other aspects of the world have changed dramatically due to the new coronavirus infection. This paper examines the impact of the 2020 new coronavirus infection on the Japanese government, businesses, and schools, as well as government policies and infection control measures of businesses and schools. This study will focus on the impact of the new coronavirus on society. This thesis consists of three chapters. Chapter 1 examines past epidemics such as Spanish flu, plague, and leprosy, and identifies measures that should be taken by governments, businesses, and schools to manage risk before, during, and after an outbreak. In Chapter 2, we will collect articles on new coronavirus infections from January to December 2020, and analyze them using AI text mining to find changes over the year. Chapter 3 discusses each incident from the perspective of crisis management and examines Taiwan's quarantine measures. 　As a result of the above, it can be seen that in the past, epidemic control measures were advertised through plays, dramas and songs. In response to the impact of the new coronavirus, the Japanese government has issued supportive measures, subsidies, and scholarships to combat the infection. In Taiwan, the success can be attributed to the fact that quarantine policies are often broadcasted on TV and social media, mandatory measures are issued, and regulations with fines are implemented.
