摘要


本文研究政策設計對政策執行之可行性是否具有相關性及影響力,藉由零體罰教育政策為研究個案以驗證其相關性。首先,探討零體罰教育政策制定與施行後,教師對零體罰教育政策設計要素之看法,其次,藉由個案研究與政策設計理論,整理出有效政策設計要素。除此之外,並藉由量化實證與質化訪談來驗證理論,主要內容如下: 1、教師對零體罰教育政策設計要素看法: 整體而言,國民中學教師對零體罰教育政策制定與施行並不滿意且抱持負面認知。 2、建構本文的政策設計對政策執行的影響模型: 藉由個案研究蒐集並整理政策設計理論的國內外相關文獻,整理出有效政策設計要素,以建構本文的「政策設計對政策執行的影響」模型,並用以觀察零體罰教育政策設計與政策執行可行性影響關係。 3、驗證政策設計對政策執行可行性的影響: 本文經由個案研究及政策設計理論的相關文獻,整理出政策設計要素的六個構面,包括:(一)問題建構正確性;(二)政策參與管道;(三)目標與工具相關性;(四)政策目標可行性;(五)政治經濟文化社會系絡;以及(六)執行人員行為認知,來檢視有效政策設計與政策執行可行性的相關性。

This study is mainly to analyze the relationship between policy design and implementation, including their relevance and influence, and take the zero corporal punishment educational policy as an example. In detail, after discussion, this study tries to explore the viewpoints of teachers to the related factors concerning zero corporal punishment educational policy design. Secondly, by means of the case study, we reorganize the effective policy design essential factor. Beside that, this study also using the methods of qualitative and quantitative to test the related theory. The main contents as follows: First of all, the viewpoints of teachers to the essential factors of zero corporal punishment educational policy design. On the whole, the teachers of Middle school are not satisfied with the zero corporal punishment educational policy formulation and implementation. Therefore, their cognition is negative. Secondly, construct the model of policy design and implementation. By collecting the related literature, this study reorganizes the effective factors, and then constructs the model of the impact of policy design on policy implementation, and to test their relationships. Thirdly, test the impacts of policy design on implementation. This study points out six factors including: the question construction accuracy; the policy participation pipeline; the goal and the tool relevance; the policy goal feasibility; the context of political, economic as well as culture; and the behavioral cognition of implementers. The main purpose is to examine the relationship between policy design and the feasibility of policy implementation.
