膛線戰略的理論與實踐

摘要


膛線戰略是一種柔性攻勢的總體戰略,具有以人為本、執政為民的宗旨。人類歷史是一部包羅萬象,無所不用其極的鬥爭史。由需求角度觀之,人類發展史記錄了「權力」與「利益」不斷的鬥爭。再以戰略發展與文化層面觀之,各行為體鬥爭邏輯,多先起因於維護自我領域,再寄託於維護集體安全。行為體的集體化可以從個人、家庭、族群、聚落、社會、國家,而最終成爲國家之間聯盟。人類歷史脫離不了各式鬥爭和戰爭;這些行爲的最終目的其實是追求各自的和平與富足及福祉。 自古以來戰爭中,「戰爭思想」多有別於「戰略理論」。「戰爭思想」多屬功利意識形態導向,而「戰略理論」反較注重國際關係彼此之現實。戰爭講求以力服人,為達目的不擇手段;有時甚有堅壁清野之毀德行爲。戰爭也常衍生衝突不斷,使世間一切無法和諧共生,進而造成無止境之屠戮與災難。在權力至上、利益優先之前提下,天下於是易分難合,各行為體彼此難以有效約制。因此,發展一套「天人合一」之戰略理論作爲未來戰爭指導,當可順天應人且造福人類。 本論文提出膛線戰略的理論(Rifling Strategy Theory),內中融合了哲學、科學、兵學與武學等領域之精髓,其重點強調衝突各方相容共在,相形相生。其精神在於彼此並行不悖,本理論有四大要旨,即和(Harmony)、合(Integration)、均(Homogeneity)、全(Comprehensiveness): 「和」:意義涵蓋和平、和諧、和睦; 「合」:意義涵蓋融合、整合、合作; 「均」:意義涵蓋均衡、平均、公平; 「全」:意義涵蓋圓滿、周延、萬全等相關戰略。 膛線戰略理論旨在於能「究天人之際,通古今之變,成一家之言」,復成於「內修文德,外修武備」之兼備。此一戰略理論之實踐,乃基於「天下之本在國,國之本在家,家之本在身」之理則。以「和、合、均、全」四個要旨為動能,俾以推動政策與戰略循環運作。本理論根植人本思想,著重慎始善終、和衷共濟、團結合作,國家因而可臻於長治久安之境。

The rifling strategy is a overall strategy of soft offensive and principles of putting people in the first and governing for the people. The history of mankind is an all-inclusive collection of unscrupulous mutual conflicts. From the demand-and-supply standpoint, human development records the continuous conflicts between powers and self-interests. From the standpoint of strategic development and culture, the logics of conflicts among behavior entities arises mostly from protecting owning territories, and later expands in protecting group-level securities. So, the process of collectivization of behavior entities begins with individuals, expands to families, settlements, societies, countries, and finally ends with unions of states. The eventual goal of such behavior process is to pursue the peace and prosperity for the respective entities, given the unfortunate fact that such pursuit would need to go through all sorts of conflicts and wars. Through the studying historical wars, “war thoughts” and “war strategies” are known to be two different concepts. The former is based on utilitarianism, and the latter focuses on international relations and realities. A war emphasizes unscrupulous forces to reach its goals. In certain situations, wars require fortifying defense, leaving no provisions for the enemy, and resulting in endangerment to morality. As a result, wars constantly cause ensuing conflicts; countries cannot interface with one another in any harmonious manner and often result in endless atrocities and misfortunes. Under absolute privileges and prioritized benefits, the world now becomes more divisible than combinatorial, and the countries therefore cannot mutually restrain one another effectively. In view of these common war-related phenomena, the development of an all-rounded war strategy that unifies Heaven and Humanity as a war guide becomes crucially important; such a strategy would follow the mandate of the nature and comply with the popular wishes and public welfare of mankind. This thesis proposes Rifling Strategy Theory, combining the essences from a variety of philosophies, sciences, strategics, and the principles of martial arts. The theory emphasizes mutual inclusivity and coexistence; its spirit dwells in all parties acting together to avoid conflicts. The theory has four main ideas, namely: Cooperation, Harmony, Homogeneity, and Comprehensiveness: 1. “ Harmony” implies peace, inclusivity, and friendship. 2. “ Integration” means fusion, integration, and collaboration. 3. “Homogeneity” includes balance, equality, and fairness. 4.“Comprehensiveness” contains strategies of all-roundedness, extensibility, full preparedness and perfectly sound. Rifling Strategy Theory creates a philosophy of its own, because it explores the principles of the nature and has a deep understanding from the learnings of histories. The theory cultivates internal virtues and promotes extrinsic preparations. The execution is based on the realization that the world is made of states, a state is made of families, and a family is made of individuals. Alternative exploitation of the four main ideas (Cooperation, Harmony, Homogeneity, and Comprehensiveness) can assist the executions of policies and strategics. The theory is also based upon humanism; it makes assurance of the start and the end of a process and encourages people to work together. With the application of the theory, a country would therefore be able to attain eventual perfection of long-term peace and stability.
