摘要

北歐是全球社會褔利制度的典範，而瑞典國家的社會褔利制度更是北歐的代表，「瑞典模式（Swedish Model）」的成功是眾人所皆知的。其「從搖籃到墳墓（from womb to tomb）緊密而完整的社會照顧制度，使得瑞典人民從出生到死亡皆能享有完善的照顧。高度的國民生產毛額（GNP）及低度的失業率是「瑞典模式」成功的主要因素。該模式是被世界各國所稱許的，並譽為社會與經濟制度的實驗室。瑞典國家在實施社會褔利制度的經驗更是成為各國在實行社會褔利制度及相關社會政策立法的借鏡與仿效的國家。但是在1970年以後，瑞典的失業問題及社會政策的支出過於龐大，造成國家的財政失衡，這些失業及財政問題一直困擾著瑞典國家及瑞典人民。
如今1995年至2000年瑞典的GDP的年成長率高達3％，是瑞典在1974年至1994年這二十年間的平均年成長率的二倍（約為1.5％），通貨膨脹率也下降到2％，失業率也比原先的數據（1994年之前）降低了二分之一。國際收支的經常帳目也呈現五年的順差。在這段期間瑞典經濟維持穩定的成長，瑞典國家是如何辨到的？瑞典在1994年之後，瑞典政府藉由社會褔利政策去調整預算支出並提出相關經濟結構的轉換政策，將多餘的資金預算投入高附加價值及高科技的產業，促使這些產業擴大成為規模經濟，帶動瑞典的經濟向上發展。在社會褔利方面，會造成瑞典國家財政浪費最大的主要原因，就是老人年金與失業補助金。。

Success of the Swedish way is what everybody all knows. Swedish people enjoy the perfect treatment from born to dead. High GDP and low rate of employ-
ment are main factors of Swedish way success. But after 1970, the problem of unem-
ployment and financial problem have been perplexing Sweden all the time.
The annual growth of GDP of Sweden was up to 3％ from 1995 to 2000.
The inflation rate drops to 2％ ,the rate of unemployment has been reduced by
1/2 than the original date. The frequent account of the international revenue and expenditure presents the favorable of five years. How did Sweden distinguish to？ But because the factor of space-time and one' s own ability are limited. Research of thesis to place on Sweden technology change social welfare budget , to reach fiscal balance and economic development.
