「國家公園警察」職能培訓方案之分析：倡議聯盟架構
“National Park's Police” Training Program: Advocacy Coalition Framework
摘要
國家公園警察教育是一門維護國家人民生命財產的綜合性科學，我國警察教育政策，由中央警察大學與臺灣警察專科學校辦理警察人員養成教育至今。1985年5月13日成立墾丁國家公園警察隊，1998年7月15日為統一事權，強化組織功能，成立「內政部警政署國家公園警察大隊」，掌管各國家公園警察業（勤）務；另澎湖縣政府依地方制度法明令成立澎湖縣警察局觀光警察隊，臺灣省各縣市，如雨後春筍，仿傚成立觀光警察之任務編組。 我國警察人員任用者，必須經警察人員考試及格，中央警察大學與臺灣警察專科學校訓練畢業生，與公私立大學相關科系畢業生，參加考試院舉辦警察人員考試的競爭，以符合公務人員任用法。經過理論與文獻的探討，本研究發現國家公園警察大隊員警教育訓練，應以委外方式較佳，由國內各大學觀光、休閒遊憩、行政、教育、交通等系所，辦理我國觀光警察人員學科暨術科訓練，而國立中央警察大學與臺灣警察專科學校，專職辦理警察術科專業訓練，以利培養我國觀光警察人力資源。

National Park Police education is a comprehensive science of maintaining the people’s lives and property. The authorities of police education in our country are the Central Police University and the Police Institute. Ken-Ting National Park Police Brigade was established in May 13th, 1985. In order to unify the legal power and enhance the function, the Ministry Interior National Police Agent National Park Corps was established in July 15th, 1998, authorized the duties and tasks of all the National Park Police Brigades. After the Penghu county government establishing the Tourist Police Brigade, many other cities(or counties) also followed.According to the law of Police Personnel, one should pass the police personnel exam hold by the Examination Yuan, to become a police officer. These candidates are required to graduate from the Central Police University, the Police Institute or other universities related departments. After reviewing theories and documents, this research finds Hr at “National Park Corps crews” training should adopt Contractiqout, ie., National Park Corps officers should be educated by those universities which with tourist, traffic and education departments, and also trained by the Central Police University and the Police Institute. By doinq so, can ensure to cultivate outstanding National Park Corps officers.
