公共圖書館的經營－以武雄市圖書館為例－

日本從1990年開始網路日漸普及，人們的生活習慣也隨著網路的普及漸漸地改變，而且其中一項就是人們不再長期使用圖書館這項公共設施，圖書館的使用率也逐年下降，也意味著圖書館這個設施對於現代人而言不再是個重要的地方，因為隨著網路的普及，許多資訊只要在家動動手指就可以快速擷取到想要的訊息，再加上當時許多的圖書館的藏書、開館時間等等都並未隨著時代的改變而更新，因此，這項公共設施也漸漸被人們給遺忘了。然而針對這個問題，日本開始思索隨著時代的改變圖書館對於現代人而言的存在意義為何。於是從2000年開始日本掀起了一陣圖書館革新的潮流，有許多的圖書館開始重新規劃空間、整理藏書、延長開館時間等等增加許多圖書館的服務。例如，位於埼玉市的中央圖書館，它坐落在車站附近商業大樓的8樓，想要提供一個購物時可以隨意停下來的地方，讓圖書館更加貼近人們的生活之中。又或是位於佐賀縣伊萬里市圖書館，結合當地居民的巧思與創意，重新打造一間屬於市民的公共圖書館，整合地方向心力。再者是位於佐賀縣武雄市圖書館，結合書店與咖啡廳，打造一個全新的空間與體驗，就是希望能夠更加貼近現代人的需求。此研究就是針對改革後的圖書館進行深入的探討與分析，首先分析日本目前整體圖書館的使用狀況，以及深入了解使用者的需求以及從不使用圖書館的人們的原因，再以武雄市圖書館為例，做深入地個案分析，了解改革後的圖書館在現代社會中扮演的怎麼樣角色且帶給社會與人們怎麼樣的影響。

Japanese’s living habits have gradually changed with the development of technology and the network popularization since 1990. And one of them is that people do not usually use the library the same as before. The usage rate of the library has seen a significant drop with the network popularization. Thus,this public facility is gradually forgotten by people. However, for this problem, government began to think about what is the significance of the existence of libraries for modern people since 2000. So Japan has set off a trend of library innovation. Many libraries have begun to replan the space, organize their collections, extend the opening time. So,the library is not only provide a space to study the books you like ,prepare for the tests, or find the information you need. Right now you can also enjoy the coffee with your foverite book in the library. For example, the Central Library in Saitama City, which is located on the 8th floor of a commercial building near the station.The libaray wants to provide a place where people can not only study but also relax when thay get tired. The propose of change is that the library want to be closer to people's lives. However, such a change breaks people’s existing impressions of libraries.In addition, Imari City library combined with the ingenuity and creativity of local residents. Rebuilding a public library belonging to the citizens, making the whole area more centripetal. Furthermore, Takeo City Library which combines a bookstore and a cafe to create a new space and unprecedented experience. So, the research is an in-depth discussion and analysis of the reformed libraries. First, analyze usage rate of the current overall library in Japan. understanding the library's users' needs and find out the reasons why those who never use the libraries. After that, take the Takeo City Library as an example to do an in-depth case analysis. Understand the role of the reformed library in modern society. And realize what impact it has brought to society and people's lives.
