COVID-19疫苗接種保障保險之研究

COVID-19疫情自2019年底爆發至今，已造成全球約5億人確診，約631萬人身故。有鑑於此，各國實施COVID-19疫苗接種計畫，持續提高第一劑至第三劑覆蓋率，期能避免染疫或降低染疫後之風險。我國政府亦特別關注COVID-19疫情的預防，並鼓勵國內產險公司提供COVID-19疫苗接種保險之相關保障。本研究針對國內14家產險公司報部之17張保險單，分析其承保範圍、給付條件及項目、除外責任、保障期間及其他條款等。此外本研究亦分析臨櫃與網路投保商品在核保、索賠及理賠流程上之不同，並透過5個理賠案例解說賠案之處理過程。本研究發現國內14家產險公司銷售的COVID-19疫苗接種保障保險單其內容同質性很高，而差異性很小。

COVID-19 has broken out around the world since 2019, and there are about 500 million confirmed cases causing about 6.31 million people deaths. Under this circumstance, all the countries in the world are implementing COVID-19 vaccination programs and continuously improving the vaccination coverage to avoid and reduce the risk of infection. Our government has also kept pay attentetion to the epidemic prevention, and encouraged non-life insurance companies to offer insurance protection for COVID-19 vaccine inoculation. In this study, we analyze 17 insurance policies of COVID-19 vaccine inoculation protections offered by 14 non-life insurance companies, including the coverage, items and conditions of payment, exclusions, duration of coverage. In addition, we also analyze the differences in underwriting and claim settlement process between the products sold by online and by counters, and use five cases to illustrate the claim settlement. This study found that the insurance coverages, exclusions, payment terms and other clauses of COVID-19 vaccine inoculation protection policies offered by 14 non-life insurance companies are highly homogeneous, with a little difference.
