產業特殊風險保險單之研究

全世界火災保險發展已有幾百年的歷史，隨著時代不斷地演進，火險商品的需求亦不斷地增加。從早期的火災事故，到近期的綜合保險，保險公司所開發出的保險單亦隨著市場的需求創新與變革。因應國內火災保險市場對大型企業擴大承保範圍之需求量逐漸增加，保險公司開始大量使用國外保單條款如ISR Form, ABI Form等去承保此類大型客戶。本研究旨在分析ISR保單的內容，並將其與國內商業火災綜合保險和營業中斷保險的條款進行比較。本研究以國外ISR保單條款內容為主體，主要分為五部分：第一部分簡介ISR保單沿革、現況及架構內容；第二部分探討保單之承保範圍、理賠事項及不保項目；第三部分針對相關條件事項說明及專有名詞定義；第四部份彙整所有適用財產保險與營業中斷險之附加條款或批註進行研究；第五部分則藉由各面向探討ISR保單與商業火災綜合保險單之比較。藉由上述內容分析及比較，本研究就國內產險公司在改善商業火災綜合保險單的條款內容方面，以及如何訓練員工在將來處理此類業務時能更了解ISR Form保單的細節，提供了一些建議。

The development of fire insurance in the world has a history of hundreds of years. With the continuous evolution of the times, the demand for fire insurance products is also increasing. From the early fire accidents to the recent comprehensive insurance, insurance policies developed by insurance companies also innovate and change in accordance with market demand. The domestic fire insurance market has increased the demand of broad coverage to cover the large industries, therefore the insurers have begun to use foreign policy terms such as ISR Form or ABI Form to cover these large accounts. This research is to analyze the contents of ISR Form policy, and compare its terms with the terms of the domestic commercial fire comprehensive insurance policy and business interruption insurance policy. This research can be divided into five parts. The first part introduces the history, current status and structure of the ISR Form policy. The second part discusses the coverage, claims and exclusions of the policy. The third part focuses on the description of relevant conditions and the definitions. The fourth part summarizes all applicable additional clauses or endorsements of Property damage and Business interruption insurance. The fifth part discusses the comparison between the ISR Form policy and the commercial fire comprehensive insurance policy. Based on the above analysis and comparison, this research made some suggestions for local non-life insurers to improve the terms of local commercial fire comprehensive insurance policy and to train employees to understand the details of ISR Form policy when handling this kind of business in the future.
