勞工保險年金改革之不確定性對勞工購買商業保險之影響

2018年實施的公教人員年金制度的改革，影響層面廣泛，而勞工保險年金改革草案現在雖尚未實行，但勞工階層為社會上最大多數的一個族群，一旦草案通過正式實行，勢必引起更大的動盪，而這改革的不確定性是否會改變勞工購買商業保險的行為，是本研究想加以探討的課題。本研究變數資料的取得採發放問卷方式，回收有效樣本數為 305 份，回收後有效問卷以統計軟體進行資料統計分析方式，採描述性統計、交叉分析等方式，將各研究變項做統計分析，以探討研究之結果。統計分析結果顯示: 1 自身適用的年金與退休制度的改變議題表達不是很注意， 2 對自身適用的年金與退休制度的改變內容有半數受訪者不暸解。 3 退休生活的主要資金來源，該由政府、雇主、自己三方共同負擔。 4 近期的年金制度變革的話題，會讓大部分人重新關注與審視自身的退休問題。 5 以保險規劃退休養老最適合的為儲蓄險，但未來一年內購買長期照護保險的意願卻是高於儲蓄險。

The reformation program on Pension Fund of Public Servant in 2018 has a wide range of influences. Though the labor insurance annuity draft is not implemented yet, it must take more impact on the working class which is one of the biggest group in now day’s society once it is officially adopted. This study is to know the uncertainty of this reform will change the way that working-class purchase commercial insurance. In this study, the data of the variables were collected and distributed, and the number of valid samples was 305. The valid questionnaires were collected by SPSS for statistical analysis. Descriptive statistics and cross-analysis were used to analyze the research variables. The statistical analysis results shows: 1.The expression of the applicable annuity and the change of the retirement system is not very cleared. 2.50% of the responder did not understand the changes to their annuity and retirement system. 3. The main source of funds for retirement should be shared by the government, employers and himself. 4. Recent annuity system changes allows people to refocus and examine their own retire plane. 5. Saving insurance will be the best retire insurance program, but the willing to purchase long-term care insurance in the next year is highest.
