摘要

本研究主要是在探討辦公室文件的保存格式。電子文件的數量不斷地呈指數成長，所以電子文件的保存也逐漸成為政府機關、各種文化機關以及私人企業或是一般使用者都會面臨到的問題。而辦公室文件又是最常被使用到的文件也是電子文件的一種，主要是指使用文書處理、試算表和簡報檔等最常用的辦公室應用軟體所產生的原生數位文件。辦公室文件目前的主流是以微軟公司開發的 “Office ”套裝軟體為主流，它是屬於一種封閉式軟體(Closed Software)，並採用二進制檔案格式(Binary File)來保護軟體的著作權。

辦公室文件格式目前有兩套採用XML格式的公開標準:一是開放文件格式標準(Open Document Format for Office Applications)的誕生，此於2006年5月正式通過ISO認證；第二是微軟公司推出的Office Open XML，並於2006年12月通過ECMA認證，且申請ISO標準認證。這項標準對於政府、企業和一般使用者文書處理的策略與方式，是否會有所影響及改變是值得探討的議題。而此兩套標準之間也需要經過市場的驗證才能清楚何者會成為主流，因為主流性才能夠使該開放標準能夠繼續發展和廣為使用。

本研究透過文獻分析、實驗觀察和訪談法等方式分析兩套標準的規格內容和其各自對應的辦公室套裝軟體的XML封包架構和文件呈現差異。並歸納出以下結論:

1.辦公室文件格式應該走向標準化，而XML文件格式是未來的趨勢。
2.辦公室文件的互操作性、可攜性、相容性、習慣性和主流性也是值得注意的。
3.辦公室文件的長期保存也應考慮到相關的政策、法規、轉置經費等等問題。

This study is discussing on preserved format of the office electronic documents (OeD). The OeD is one of the electronic documents, it refers to the primary several documents which including word processing, spreadsheet and presentation files. The most OeDs are produced by the “Office” package that developed by Microsoft Corporation. The software belongs to one kind of enclosed software, and uses the binary file format to protect its copyright.

At present there are two sets of OeD to use the XML public standards: One is Open Document Format for Office Applications (ODF), in May 2006 officially through ISO authentication. Another is Office Open XML (OOX) which developed by Microsoft Corporation, in December 2006 through the ECMA authentication, and also had applied for the ISO standard authentication. These standards will affect the use of the office package and the preserved format selection.

This research applies the literature review, experimental observation and interview methods to analysis two sets of standard specifications contents and their respective corresponding office coverall software XML wrapped construction and the presenting appearance of documents. The research has the following results:
1. The office electronic documents format should use the open standard and tend to the XML format in the future.
2. Office electronic documents interoperability, portability, compatibility, Usage and Mainstream still waited for strengthens.
3. For the long term preservation, office electronic documents not only considers about format but also about policy, law and migration budget.
