由「海峽兩岸青年創業基地」政策分析大陸對台灣青年統戰策略

胡錦濤發表「胡六點」開啟兩岸和平互動的新時代。然而胡錦濤的對台工作發展，乃至習近平接班迄今，仍然面臨許多瓶頸，故胡錦濤將對台重點置於「三中」，欲從台灣社會基層爭取對大陸的向心力，以實現和平統一的終極目標。未料台灣卻於2014年3月18日爆發因反對ECFA服貿協議而釀成的「太陽花運動」，再者，同年11月29日，台灣九合一地方選舉，標榜「九二共識」並與大陸交流熱絡的國民黨卻吞下史無前例的大敗仗，自此顯示中共對台「三中政策」績效不彰是原因之一，然而中共仍不放棄這既有的統戰方針，而且「太陽花運動」後，中共更意識到台灣青年對台灣政局的影響力，故納入台灣青年為對台統戰政策重點，而有了「三中一青政策」。中共中央在會議上對於各地各部門的工作指示，包括了對台經濟上要惠及更多民眾，要擴大中小企業和農漁民的參與和受益，社會文化上要擴大兩岸青少年和基層交流。中國大陸方面已經體認到需要加強「三中一青」的統戰工作，未來會有更多相關的資源投入和行動作為。若單從經濟面來看，財團和大企業往往是兩岸經貿往來的最大贏家，一般台灣基層民眾很少能從中獲益，使得他們對大陸的讓利普遍無感，所以此成為大陸對台經濟統戰的盲點。中共為了更有效對台統戰，近期「海峽兩岸青年創業基地」政策又會帶給台灣何種衝擊？我方應如何因應此統戰作為？本文內容逐條分析，並提出解決之道，希冀兩岸和平發展能逐步實踐。

But Mr Hu's progress towards Taiwan, and even Mr. Xi'ssuccession, has so far,still face many bottlenecks,so HuJintao will focus on "three medium".In order to achieve the ultimate goal of peaceful reunification, we should strive for the centripetal force to the Mainland from the grassroots of Taiwan Society.Not expected,on March 18,2014, Taiwan erupted in a sun-flower movement against the ECFA trade agreement.Moreover, in the same year, November 29, Taiwan's nine-in-unity local elections,the Kuomintang, which advertised the "92 consensus" andexchanged heat with the Mainland,swallowed anunprecedented defeat.Since then, it is one of the reasons why the CPC has notbeen effective in Taiwan's "three-medium policy",however, the CCP still does not give up the existing unitedfront policy.And the Chinese Communists are more aware of theinfluence of Taiwanese youth on Taiwan's political situationafter the sun-flower movement,therefore, the Taiwan youth is the focus of the United Frontpolicy,and with the "three medium, one youth policy".The work instructions of the CPC Central Committee onvarious departments at the meeting,Including to the Taiwan economy to benefit more people, toexpand the participation and benefit of small and medium-sized enterprises and farmers, social and cultural to expandthe cross-strait youth and grassroots exchanges.Mainland Chinese hasrecognized the need to strengthen the "three medium, one youth" of the United Front work, the future will have morerelevant resources input and action.From the economic point of view,consortia and largeenterprises are often the biggestwinners of cross-straiteconomic and trade exchanges.In general, Taiwanese grassroots people rarely benefit from it, making them feel no sense of profit to the Mainland, so this becomes the blind spot of the United front of the Mainland to Taiwan economy.
