既有建築物耐震能力評估及補強方案推動之研究 -以桃園縣公有建築物為例

摘要

目前國內關於建築物耐震方面之相關研究多為建築物損害及耐震能力評估方法之研究探討，或以結構物各桿件之實際尺寸、材料性質及斷面配筋進行分析，或以各國耐震評估方法針對實例做分析驗證，其累積研究成果對台灣建築物耐震研究方向厚植了深厚的基礎，但較少著墨於建築物耐震能力評估成果之分析探討，本研究乃由實際執行行政院核定之「建築物耐震能力評估及補強方案」的初、詳評結果，擇取桃園縣公有建築物已實施完成初、詳評者為研究對象，包括已完成初評計153處、已完成初詳評計28處，以相關文獻資料之蒐集，並訪談行政部門、專門技術人員及單位，進而了解建築物耐震評估與補強於國內實際執行的歷程，並針對實際執行成果之填寫及評估項目及內容進行一系列的統計分析並加以探討，其主要的目的如下：
一、「建築物耐震能力評估及補強方案」建築物基本資料、初評結果之統計分析。
二、「建築物耐震能力評估及補強方案」建築物詳評結果資料之統計分析。
三、「建築物耐震能力評估及補強方案」建築物基本資料及初評資料之交叉分析探討。
四、「建築物耐震能力評估及補強方案」詳評項目之交叉分析探討。
五、提供行政部門日後執行「建築物耐震能力評估及補強方案」之參考。
六、作為各界服務及執行之參考。
暨望藉由本研究的初步成果，以作為後續執行此項業務及提供各界諮詢及服務之參考。

Recently research papers are mostly focus on the damage evaluation as well as seismic capacity evaluation methodology. Contrary to massive and accumulated research related to full scale experiments, analysis of material reinforcement, and comparison with evaluation sequences utilized by countries, there are rarely to investigate what they conduct the outcomes. The thesis here is based on the results of Executive Yuan’s program of the buildings’ seismic capacity evaluation and retrofitting with respect to primary and detailed evaluation. Public buildings in Tao-yuan County are chosen to be the investigation subject. There are 153 cases done with primary evaluation and 28 cases done with detailed evaluation mentioned. As way to investigate related papers sources and interview with governmental administration division as well as expertise, it reveals the practical procedure of seismic capacity evaluation of buildings in Taiwan. A series of statistics are introduced to analyze the questionnaire. The main purposes are as followings:

1. To analyze the basic buildings’ data and primary evaluation result of the program.
2. To analyze the detailed evaluation result of the program.
3. Cross statistics analysis on items.
4. To provide the executive reference of governmental division.
5. As a referential paper to the fields it interested.

It’s supposed to be a guidance reference in corresponding fields with this thesis paper.
