中華民國軍事外交-以軍事援助為例

摘要

由於國際環境的變遷，在大規模軍事衝突發生的頻次減少的情況下，各國均必須思考軍事力量運用於非作戰任務的能力與限制。我國長期因中華人民共和國在國際上的打壓，導致與其他國家外交正常化的困難，更應該全方位思考各種能獲得我國外交利益的方式，而軍事外交是可運用的積極手段之一，是獲取國家利益目標的重要手段。
本研究以中華民國國軍的軍事外交為重點概念，以國軍在國家政策指導下執行的對外軍事援助作為印證的命題。主要利用我國國家政策發展與國軍在配合國家外交政策下，所執行的軍事援助，為主要分析內容，探討國軍執行對外軍事援助所面臨的相關問題為架構核心，透過檢視我國政府遷臺後至馬英九執政結束期間國軍在「提供軍事資源」、「海外人道救援」及「軍事教育培訓」等軍援行動，在「國家外交發展關係」、「軍事外交決策機構」，以及「對國軍本身所造成的影響」進行分析。
研究發現藉由軍事外交的對外軍事援助作為，能爭取國家外交利益，不過政策制定受到國家預算，以及傳統與非傳統安全的威脅，因此必須透過國家整體外交資源的評估，才能有效的運用國軍執行軍事援助任務，達成與受援國建立更佳的關係，以及國家希望達到的戰略效果。

Militaries, traditionally, are related to achieving national goals and objectives in international relations through the use of force. After the cold war, because of the demilitarized international environment, the peaceful use of the military has been considered as more important tool to further a nation’s international relations. This research focuses on the military diplomacy of the Republic of China from 1949B.C. to 2016B.C., and the military assistance is the main body of the research. The ways of R.O.C.’s military assistance includes providing military resources, foreign humanitarian assistance and foreign Military training. The research is to expect that can understand how military assistance influence of nation’s diplomacy, the military diplomacy decision making institution and the armed forces.
