我國私立大學財源結構對學校經營影響之研究

摘要

根據研究主題，本研究之主要目的有五：一、釐清我國私立大學與國家之間的關係；二、探討私立大學的經營理念與發展趨勢；三、分析美國、日本以及我國私立大學目前財源結構之概況；四、探討我國私立大學財源結構對學校經營的影響、困境及其解決之道；五、根據研究結果提出具體建議，以供相關單位作為參考。
為達成以上之研究目的，本研究兼採文獻探討與訪談兩種研究方法，以使研究結果更加完善。首先，透過文獻資料的蒐集，本研究主要在釐清我國私立大學與國家之間的關係、探討私立大學之經營理念與發展趨勢，以及分析美日與我國私立大學財源結構之現況。其次，根據研究目的與文獻探討之結果，發展出本研究之訪談題綱，以進行訪談研究。期能藉由受訪者的回答，進一步的瞭解我國私立大學財源結構之現況與困境，並從文獻探討與訪談中，歸納出我國私立大學財源結構對學校經營的影響層面，以印證文獻探討之結果或補其不足之處。最後，本研究綜合文獻探討與訪談所得之資料，獲得以下結論：
一、釐清大學與國家之關係有助於私立大學財源結構之改善。
二、私立大學財源結構對學校經營之影響包括學校競爭力、品質、經營方式及其功能與定位。
三、私立大學必須致力於廣籌財源以解決財源籌措上之困境。

The main purposes of this study are: 1. to clarify the relationship between private universities and government. 2. to discuss the vision of management and developing trends of private universities. 3. to compare the current financial structure of private universities in USA, Japan and Taiwan. 4. to discuss the influence, difficulty and solution of financial structure of private universities affecting school management. 5. to have detailed suggestion, resulting in the research, for related department as future reference.
In order to achieve the above-stated purposes, this study use two research methods: historical information and interview. First, according to historical information, this study emphasizes on three aspects: to clarify the relationship between government and private universities, to discuss the vision of management and developing trends of private universities, to analyze the current financial structure of private universities in USA, Japan and Taiwan. Second, the interview outline of this study is developed, according to the result of the study purpose and historical information, to proceed the interview. By getting the feedback from the interviewees, this study will summarize the influences of financial structure on the management of private universities’ ---in order to prove the result of historical information or compensate the insufficient aspects.
Finally, the conclusion is made by combing the historical information and interviews:
1. The financial structure of private universities would be improved if the relationship between the universities and government could be well defined and clarified.
2. The financial structure of private universities will be influential to the universities’ competitiveness, quality, ways of management and its function and positioning.
3. Private universities must dedicate themselves in finding more financial resources to solve the financial difficulty.
