因應國際化學品管理趨勢探討如何提升我國化學品管理效能

產業全球化的發展，使得化學品的安全管理，特別是對人類健康與環境保護可能的影響，引起各界廣泛的重視。國際機構如聯合國環境發展會議(UNCED)、經濟合作發展組織(OECD)，以及美國、歐盟、加拿大、新加坡、英國、韓國與日本等，皆已陸續建立相關安全管理制度。而我國在化學品管理制度上，隨著職業安全衛生法與毒性化學物質管理法等相關法規修訂也逐步建構化學品安全防護機制，然因各主管機關尚未能有效達成橫向與縱向之整合，往往造成部份危害性化學物質重複管理之困擾，且尚有許多化學物質其危害特性資訊不足，使得化學品安全防護機制無法落實。本研究將藉由彙整國際有關化學品管理制度，了解相關管理趨勢與重點並整合相關重要作為與措施，以提供國內提升化學品管理制度參考。目前初步建議為應有效整合各機關化學品相關申報平台系統並導入智慧化管理技術，積極運用登錄資料內容作為掌握國內化學品流布資訊與建構國家化學品風險管理機制之基礎。積極建立國家級化學品危害評估與測試實驗室，提升化學品安全檢測之能力，以便掌握潛在危害物質對人體或環境之影響。清楚掌握化學品的流布及掌握其危害特性，就能經由風險評估有效採取事先整合整體防災措施、緊急應變資源與健康防護措施等以落實化學品安全管理目標。

Due to globalization, the safety management of chemicals has raised public concern, especially in regards to its possible influence to health and environmental protection. Global organizations such as UNCED and OECD, and countries like USA, EU, Canada, Singapore, UK, Korea, and Japan have established related safety regulations. In terms of chemical regulations, ROC has gradually constructed its own chemical safety mechanism with the establishment of Occupational Safety and Health Actand Toxic Chemical Substances Control Act. However, due to inability of integration on various aspects of administrators, certain lethal chemical compounds can not be properly regulated. Insufficient data regarding various types of chemicals also results in failed safety management. The research will focus on exploring international chemical regulations, and the trend of management and integration, providing reference for domestic chemical management. The initial suggestion is to integrate various domestic reporting platform for chemicals, and introduce smart managing technology. Using data contents as foundation of administrating information regarding chemicals and construct national risk managing regulation for chemicals. National chemical risk evaluation and testing labs should be established in addition, in order to promote safety examination of chemicals and their potential danger to human or environment. Through locating chemicals and its threats, one may take precautionary measure, resource, and health protection against the risk through risk evaluation.
