本研究係探討臺北市與新北市在職進修公務人員的學習動機,採用質化研究方法訪談 24 名個人背景條件相似的公務人員,並以配對比較法訪談 12 名在職進修者及12 名未參與在職進修者。除了檢析不同的學習動機因素如何影響公務人員參與在職進修選擇之外,更從性別、婚姻狀況及是否為在職進修者身分,加以探討選擇在職進修的學習動機因素。 研究結果發現,受訪者最重視的學習動機因素為工作環境、法規制度及自我實現。無論男性與女性皆最重視工作環境因素,已婚者重視薪資報酬因素、未婚者重視工作環境因素,而在職進修者重視工作環境與自我實現因素、未參與在職進修者重視工作環境及薪資報酬因素。最後經由本研究發現,提出建議政府部門重視公務人員進修的實務見解,不僅應改善現有的工作環境、法規制度及薪資報酬因素,更應提升公務人員自我實現的成就感,才能讓更多的公務人員願意參與進修,提升政府的服務品質與競爭力。
This study investigated the motivation of civil servants who studies in Taipei and New Taipei City on-the-job training by using the paired comparison method in the qualitative research method and interviewed 12 teams of civil servants. The motivations were categorized into external, and internal; factors such as "gender," "marital relationship," and "training status" are the conditions that focus on. The findings that the most important factors for the study motivation of the respondents were the work environment, regulations and self-knowledge. Both male and female values in the working environment. Salary is essential for married people, while the working environment is important for singles. On-the-job trainees value the working environment and self- realization factors, while those who do not participate in on-the-job training attach importance to the working environment and salary.To sum up, this study suggests that government departments should focus on further education for civil servants, and improve the working environment, regulatory system, self-realization, and remuneration factors, so that more civil servants are willing to participate in further education and improve the service quality and competitiveness of government.
