公投選舉影響政黨動員之研究-以2018台北市長選舉為例

本文研究公民投票合併2018年九合一大選，政黨動員對台北市長選情所造成之影響。藉由文獻回顧，認為公投議題在現行公投法修正後的制度設計下，其仍可視為政黨競爭過程中，不論是政府及推動者為拉攏民意所操作之競選工具。對應其所屬政黨意圖競爭公職選舉或保持其執政權力時，在選舉資訊越發達且競爭程度相對較高之競選地區如台北市長選舉，公投議題更容易成為政黨動員的操作工具。透過質性訪談台北市議員、里長等民意代表以及推動特定公投議題的民間團體。發現政黨動員在2018年九合一大選選舉過程中，並非過往傳統動員方式，而轉變為合作關係、國會立法權力及議題表態等面向影響著公職選舉，而所散發的相關效應則影響著投票率及選票效益。本文期待揭露公投議題如何引導上述三種面向，發揮政黨動員之影響力而左右台北市長的選情。

A study of influence of the referendum on party mobilization on the mayoral elections in Taipei during the 2018. Referendums can still be regarded as a political tool for the political tool for political parties to attract public support. It is more likely to become a manipulative tool for party mobilization by political parties to compete for public office elections or to maintain their ruling power on the higher competition areas such as Taipei mayoral election which has more developed election information and a relatively high degree of competition. By using the qualitative interviews with Taipei city councilors and specific civil groups. I found that party mobilization was not a traditional mobilization method during the 2018 Election. Instead, parties utilize strategies such as the relationship of cooperation, legislative and issue statements to affect public office elections, voting rates and the effectiveness of votes. This thesis looks forward to revealing how the referendum issue influences the resultson the Taipei Mayoral election in 2018 by the three aspects mentioned above.
