以CORPS模式探討台灣事實查核中心經營管理之研究

摘要


隨著網路科技的發達,加速了不實資訊的傳播,假訊息成為了全球積極解決的議題,各地的事實查核組織也紛紛成立。而目前我國的事實查核組織普遍面臨以下幾個問題:在研究與調查方面,組織處於被動查核的角色,僅能仰賴民眾主動提報查核資訊;在出版與傳播方面,對於查核報告的呈現與推廣並建立可信度上,目前尚未有明確的策略;在實務運作方面,僅有稀少的人力和時間能夠進行查核及管理社群媒體。故基於上述種種問題之下,本研究欲以目前臺灣最具規模且組織運作最成熟的查核組織-台灣事實查核中心為個案,探討組織的經營策略與運作現況,以及與其他單位的合作模式,進而做為查核組織在內部運作上改進之參考與未來發展之方向。 本研究欲以司徒達賢所提出的CORPS模式為研究架構,採用次級資料分析法和深度訪談法,瞭解組織經營上的問題及因應策略。經研究發現,目前組織現況所面臨到的問題包含:查核中心目前的人力明顯不足,且財務來源大多仰賴社群平台的授權費用、查核報告推廣上的問題等;在與其他單位的合作模式上,目前與科技單位,以及網路平台等單位於事實查核及媒體素養的推動上皆有相關的互助和合作;在未來經營策略方面,將擴大與學生、科技社群、媒體與國際等單位的合作,同時,推動事實查核相關研究,以了解國人對於假訊息的理解。 本研究之建議如下:在組織運作方面,必須積極拓展其他資金來源;公開董事會成員的遴選標準與決策方式;擬定更好的推廣計劃;提供工作坊的獎勵和認證機制。在對外合作方面,於各縣市及社區大學擴大服務範圍;與更多新聞媒體、社群平台及專業顧問合作。

The advent of the Internet and the usage of social media platforms creat an exponential growth in information dissemination. To alleviate the spread of misinformation, fact-checking organizations were born. Those organizations, however, are facing several difficulties, such as being a passive role in fact-checking, a lack of strategies for promotion and establishing confidence, as well as the shortage of human resources. In this paper, we will take Taiwan Fact-Checking Center, which is an iconic fact-checking organization in Taiwan, as a case to analyze its current situation and development strategies. This research is based on the Clients, Operations, Resources, Participants, Services (CORPS) model, the secondary data and in-depth interviews to understand the difficulties and development strategies of Taiwan Fact-Checking Center. Regarding the difficulties, the results show that Taiwan Fact-Checking Center has a significant shortage of human resources and its funding mainly depends on the license fee from social media. Also, the fact-checking reports are too abstruse for the public to read. On the other hand, for the cooperation model, this organization collaborates with tech companies, media platforms, and governments to promote fact-checking concepts and media literacy. Moreover, the organization is going to expand its collaboration with various groups and keep dedicating to the researches on fact-checking. By leveraging the observations above, we summarize the following suggestions to Taiwan FactCheck Center. For the operation strategies, the organization can expand its funding sources, and make the Board member election process be more transperant. In addition, they can plot efficient marketing schemes, and design different fact-checking reports. The workshops can be designed with respect to different audiences. For the cooperation models, they can reach out to the public by offering corresponding courses in universities, and expand the collaboration with the tech companies or professional consultants to increase the fact-checking efficiency. Otherwisw, they have to increase the reach rate by promoting itself on the mass media.
