我國液化石油氣安全管理之對策研究

摘要


我國隨著石油化學工業的發展,液化石油氣已成為一種石化工業的基本原料與新型燃料,進而促使液化石油氣(Liquefied Petroleum Gas,LPG)這種能源的成長,除了大量使用於石化工業方面外,更被廣泛應用於家庭與營業場所,因其熱值較天然氣高、易搬運不需配管、具有較低公害等之特性,符合我國民眾生活型態所需。因此,民眾對於的液化石油氣使用依賴度相對提高,而在使用液化石油氣之過程,要如何杜絕其災害事故之發生,並避免公共安全意外的發生,已是先進國家之共識,也是我國政府值得研究的議題。 是故,本論文藉由文獻回顧我國美日液化石油氣安全管理之現況,再探討我國液化石油氣安全管理之現況問題,進而擬定我國液化石油氣安全管理對策,最後透過AHP層級分析法,以問卷委請專家學者進行填寫後,應用軟體Expert Choice評估內部項目之客觀權重,然後針對問卷分析結果,將納入結論與建議做說明,期望能提供政府機關或相關研究單位參考,期望能確保民眾生命財產安全。

With development of petro-chemistry industry in Taiwan, Liquefied Petroleum Gas (LPG) has become basic material and new fuel of petro-chemistry industry and facilitated growth of the energy of LPG. In addition to large amount of use in petro-chemistry industry, the energy is widely used in home and operating entities. With higher calorific value than natural gas, convenience in moving without pipelines and lower environmental pollution, LPG can meet demands of living style of the people in Taiwan. Therefore, dependence on LPG of common people has risen. During the process of using LPG, the way of eliminating accidents and preventing from public security accidents has become the common consensus of advanced countries and is the subject which is worthy of research in our government. This study reviewed current situation of LPG safety management in Taiwan by literature, explored problems in LPG safety management and drew up strategy of LPG safety management. Later, Analytical Hierarchy Process (AHP) was adopted and scholars and experts were invited to fill out the questionnaires. Objective weight of responses in questionnaires was estimated by applied program Expert Choice. Result of questionnaire was considered in the conclusion and suggestion for explanation as reference of governmental organizations and relevant research organizations for protecting life and property of common people.
