公共工程從規劃、設計、施工、監造、驗收及維護管理,其職掌分散於各部會與各縣市政府,其中並無制度化,各單位訂定辦法標準不一,故使得公共工程品質低落,規劃設計缺乏前瞻性,竣工後也無單位接管或維護管理,部份未使用,可能浪費公帑。 機電設備,大都包括在建築工程之內,佔全工程費用15%∼30%之間,建築師或工程顧問公司將機電規劃設計及監造委由電機技師事務所承辦,對於協調、界面整合、套圖工作無法有效執行,因此機電設備監造管理,更是需要重視且有效提升,才能落實公共工程三級品管架構之第二級品質保證工作。 為執行與落實品質管理制度,提升機電設備工程品質,須依據法令規定擬定監造計畫書及品質管理計畫書,辦理工程之監造及品質管理工作。尤其機電設計監造,其設備功能運轉測試抽驗程序與運轉測試抽驗標準更為重要,本文提出若干具體提升並落實執行,其中單機測試、系統運轉、整體功能試運轉等,為本研究之重點,且提供具體實務案例作法,希望提升監造之工程管理。
The planning, design, implementation, supervise work, acceptance check, operation and maintenance of infrastructure projects were in charge of by different ministries and separated local governments. Under each department’s different concern and standards, some infrastructure encountered terrible engineering quality, unpromising planning, even lake of operation and maintenance and proper take over. What happened makes a lot of deserted buildings and a waste of government budget. Electrical devices dominate nearly 15% ~ 30% of a civil engineering project. construction company (or engineering consultant) used to commission the electrical planning to electric specialized company, which makes the coordination, integration, chart processing etc., can not efficiently implemented. In order to fulfill infrastructure 3 level management framework’s and quality control, it is in need of enhancing supervise work and management of electrical devices. In order to raise electrical device engineering quality, the exercise and implementation of quality control management needs well prepared supervise project and quality control project under legal requirement. The device function operation test procedure and operation test standard are the most important criteria in electrical monitoring. In orde to implement the management of supervise work, there are some examples for reference in this study. The keypoint is to raise and implement related individual device test, system operation and function test run were well discussed within this thesis.
