廢電子電器設備暨資訊物品回收及管理制度之研究

隨著時代變遷及環境保育意識之崛起，對廢棄物之管理已從最終處置演進至將各種物質進行回收再利用，鑒於科技的進步與自然資源日益減少，國內專家學者著手研究從廢電子電器設備及資訊物品中回收可再利用之資源進行使用。本研究初步蒐集國內目前處理及存放廢電子電器設備及廢資訊物品之處理業者共有17 家18 廠之基本資料，探討國內廢電子電器設備暨資訊物品回收及管理制度之研究。本研究經以相關數據資料蒐集及文獻資料蒐集方法，完成國內外廢電子電器設備暨資訊物品回收系統研究及管理分析，藉由國外回收管理趨勢之成果引薦於國內，並探討國內電子電器設備暨資訊物品綠色標章成效目前現況及評析未來發展潛勢，最後評析國內外廢電子電器設備暨資訊物品再使用政策，將國外再使用政策與國內進行比較，另本研究探討國內推動廢四機逆向回收，係將延伸生產者責任與永續物質管理的概念，透過回收再利用體系，以期國內家電廢棄物可以成為城市裡的礦脈，創造綠色商機，落實「資源循環」再利用的觀念，達到「資源回收再利用」之目的，迎向全面「零廢棄」之目標。

With the vicissitudes of time and the rise of environmental awareness conservation, the management of waste has developed from disposal to recycling of a variety of materials. In the view of technological progress and natural resources shortage, domestic experts has started the researches about the reusing and recycling the valuable resources from the waste electrical and electronic equipment and it items. In this study, preliminary results were concluded from the statistical data contributed from the 17 and 18 domestic factories and plants. The waste electrical and electronic equipment and it items recycling management system would be discussed and the studied. By collecting the related statistical data and literature, the analysis of waste electrical and electronic equipment& it items recycling management system was achieved. By introducing the results of foreign recovery management trends, the current situation and the strategies of the potential for the domestic electrical and electronic equipment& it items green mark’s can be discussed and evaluated. The domestic and foreign waste electrical and electronic equipment& it items reuse laws were be also compared and evaluated. In addition, the domestic promote four machines and one brain” (TV sets, washing machines, refrigerators, air-conditioners and computers) recycling was also discussed in this study. According to the conception of the producer responsibility and sustainability management, we hope the electronic waste can become the available source again. Finally, by adopting the recycle system, the new opportunities for the green business would be created, and the strategies of “zero waste” can be achieved.
