基於IEC61850通訊協定建構校園電力監控系統之規劃與設計

摘要


綜合型大學校園是提供教學與研究的環境,在一個歷史悠久校園,電力設備歷經多年使用與系統更迭,如何維持校園稳定供電品質,是提供良好研究環境的第一要務,但頻繁的停電造成對精密儀器設備嚴重損害,更嚴重影響研究進行,師生的研究心血,毀於一旦,其損失更難以估計。目前校園的監控系統,大部分以建築物節能監控系統為主軸,研究如何利用節能監控系統節省能源,甚少以電力系統為範疇,研擬建置電力監控系統,藉以提高校園供電品質。本論文研討之監控系統,採用新一代IEC61850標準做為本系統之通訊協定,配合本次系統建置,保護電驛將更新為先進之智慧型電子裝置(Intelligent Electronic Device, IED),全面重新檢討保護協調曲線,同時亦採用IEC61850通訊協定之通用物件導向變電所事件(Generic Object Oriented Substation Event, GOOSE)功能,以保證配電站事件如保護斷路器(開關)跳脫命令、閉鎖、保護啟動、警報等訊息在系統內快速準確傳遞,降低事故停電範圍,本論文以建置校園電力監控系統為研究對象,探討建置此等監控系統之規劃與設計重點內容,擬成功建構電力監控系統,以提升系統整體供電稳定度。

Comprehensive university campus is to provide teaching and research environment. A long history of the campus, the electrical equipment after years of use with the system of the change. How to maintain the quality of campus a stable supply, the most important task is to provide a good study environment. Because of frequent power outages will enable the sophisticated equipment suffered serious damage, and significantly affect the conduct of research, the research efforts of the teachers and students destroyed, causing incalculable losses. The current monitoring system of the campus, most buildings are energy-saving monitoring system for the spindle. How to use energy monitoring system to save energy, and power system for the areas, to develop build a power monitoring system, in order to enhance the power quality of the campus. Monitoring system of the present research papers, a new generation of the IEC61850 standard as the protocol of the system. With the system implementation, the protection relay will be updated to more advanced IED (Intelligent Electronic Device, IED), a complete re-review of protection coordination curves. Also IEC61850 protocol generic object oriented substation event (Generic Object Oriented Substation Event, GOOSE) functionality to ensure that the distribution station events such as the protection circuit breaker (switch) to escape the command, atresia, protect the boot, alarm messages within the system quickly and accurately convey to reduce forced outage range. This paper to build campus power monitoring system for the study to explore the key elements of the build such monitoring systems planning and design, to be successful construction of the power monitoring system to enhance overall system power supply stability.
