社區的價值建立在人際關係的聯繫,此互動關係的落實須由政府、市民及專業者共同推動,並致力追求社區居民間的良好人際關係,使居民產生互動、互助及相互扶持之人性化社區,以創造具有魅力、安心、活力之社區環境。 長期以來的都市更新政策多注重於拆除重建之範疇,而忽略了都市更新中另外兩項工具–整建與維護,若改以整建維護方式,進行效率則大為提高,亦可延長建築物生命週期,達到環境共生的目的。 透過社區居民參與以及專業者協助社區空間改造,可輔助公部門所未能觸及的範疇,並鼓勵社區主動發起住宅環境改善工作,是本研究的主要方向,而研究目的可分為: 一、探討相關建築管理法令,探討整建維護改善居住品質之機制。 二、透過相關理論探討,釐清住宅永續之價值,促進居民自主參與建築更新。 三、檢視國內老舊住宅實質現況,比較分析國外住宅修繕之機制,提供實施管理 單位作為整頓住宅環境之參考。 四、藉由問卷調查分析了解民意對住宅設施設備之更新意願看法。
The value of a community is constructed upon the interconnection of its residents, and it has to be solidified by the government authorities, citizens, as well as professionals working in relevant fields. Hopefully, a wholesome interpersonal relationship will be achieved, enabling the dwellers to interact with and to help one another. Only then will a good, comforting, and vigorous community be established. The city renewal policies have been focused upon the abolishment and reconstruction of older communities, while the importance of maintenance has been neglected. If the maintenance of older housing facilities can be done more efficiently, the lifespan of buildings will be elongated, achieving the goal of coexisting with the environment. Through the residents' involvement and the professionals' assistance, whatever aspects the authorities concerned have been failing to take notice of will be taken care of. Moreover, this research also aims to encourage every individual community to actively improve its environment. The purposes of this research are as followed: 1. To discus the relevant regulations; to examine whatever institutions that are responsible for the maintenance and improvement of the living quality of a community; 2. To discuss and clarify the value of the so called sustainable building through relevant theories, driving the residents to voluntarily participate in the renewal of a construction; 3. To inspect the living quality of the older communities and to analyze the maintenance method adopted abroad and eventually to provide the outcomes to the authorities concerned; 4. To understand the residents' will to renew their housing facilities.
