混合使用為未來都市土地使用發展重要型態,相容性混合使用有助於居住環境品質的提昇。住商混合使用為臺灣傳統的土地使用型態,日治後臺灣都市計畫採用土地使用分區管制,為符合民情設置住宅區混合使用容許使用組別,配合其他管制工具如建造審查制度、公寓大廈管理制度,以期達到有效提升環境品質,但在實際使用上經常產生居住品質與商業活力衝突。 本研究分析臺北市萬華區日善里住商混合使用型態與居住環境意識探討,由居住環境品質觀點分析住商混合使用衝突因素,從混合類型、混合型態、管理維護提出相關建議,並對土地使用管制、建築管理、公寓大廈管理等提出改善策略。 在符合居住環境品質原則下,土地使用分區管制應依照安全、健康等級分類允許使用類型,制定混合使用強度比例與公共設施條件,混合區位則以便利步行距離為標準,建立立體使用分區管制制度。建築管理應以環境品質標準,審查混合使用類型建物區隔住商使用空間、動線,防治設備與空間設計應符合環境品質標準。公寓大廈管理條例應從環境品質標準,規定建築物、共用部份使用規約,並落實使用者付費原則。
Mix use focus on shaping the dynamic of future urban development. Compatibility provided by the mix use theories can improve environmental quality. Mixed use theory has been used predominantly as the main land-use plan in Taiwan as so far as today, after the period of Japanese colonization Taiwan’s urban planning land-use management primarily utilizes zoning, set permitted uses which allows mix-use in order to satisfy the need of the populous. Other regulations including construction censorship, apartment building management system are also taken into consideration to effectively improve environmental quality. However, when used in real practice mix-use are often the main cause of problems in Living Environment Quality. This research has started from the case of Wan-Hua Jih-Shan district, conducted questionnaires and Mixed-use type of analysis, and analyzed the conflicting factors in the practice of mixed use theory. This research has concluded in suggestions concerning types, patterns, management and maintenance of the mixed-use land, as well as strategies to improve the regulation on use of land and building (apartment building) management. Results show that mixed-use land should be classified according to safety and health standards as well as the carrying capacity of walking distance and public facilities. Besides, mixed use of plane, three-dimensional intensity and type of space should be managed. Building management should develop environmental quality standards, set different type of use and equipment standards. Finally, a self-management mechanism should be established to decide the using statute of the community, buildings and ancillary facilities.
