由於民間參與公共建設工程之評決模式及甄審標準方式繁多,其中評審項目訂定具有複雜性及不確性的決策問題,造成整個評審投資人過程中,很難權衡取捨或單一個人主觀判斷所能決定,往往影響甄審公平原則。本研究評審模糊決策評估模式,係藉由學界、民間專業人士、主辦機關及行政部門代表們的專長及經驗,透過問卷方式將結果運用模糊理論及語意函數轉換之三角形模糊數演算法則,提出一個客觀的評估模式求取權重值排序,並探討評審項目權重值的合理性。 本問卷係採用一致性的模糊偏好關係法(fuzzy preference relations, Fuzzy PreRa),在成對比較次數方面,40個評估準則項目僅需兩兩比較n-1 次(39次)即可建立模糊矩陣(Fuzzy Matrix),此方法可改善傳統AHP方法,於層級數增加時導致效率降低及不精確問題上的一些缺失,有運算簡易之優點、能簡化成對比較次數及有效改善評估結果不一致的問題。因此,本模糊決策方法的研究分析,可作為後續學者及政府部門之參考依據。
In public infrastructure project evaluation process, committee members confront various decisive problems, which are complex and uncertain, hence, it is very difficult to make proper selection or decision by the individual’s subjective judgments. This paper presents a fuzzy multi-criteria analysis approach for public infrastructure project to properly determine the evaluation criteria weightings. We proposed a method which uses linguistic assessment variables and consistent fuzzy preference relation to construct a fuzzy positive reciprocal matrix and assure its consistency. In our case study, only n-1 pair-wise comparisons are necessary for n criteria which is much simple than traditional analytical hierarchical process. In the mean time, the efficiency and consistency of the evaluation process is improved.
