為因應節能減碳政策,政府倡導以自行車作為交通工具,自行車是低污染的綠色運具,近年來人們生活型態改變,騎乘自行車之族群日益增加,自行車行駛路權也逐漸受到重視,使市區型自行車道之規劃日益重要。雖然政府倡導自行車之利用,卻未建立市區型自行車道規劃之原則。目前台北市已完成建置5條自行車專用道及61條人車共道路網。然而受限於市區道路動線規劃、車輛數繁多及車種複雜及道路兩側臨時停車等因素,使目前台北市的市區型自行車道仍有許多需要改善之空間。 故本研究藉由相關文獻回顧、問卷調查、觀察紀錄等方法,對台北市信義計畫區自行車道設置進行深入了解。目的在研擬出市區型自行車道之規劃原則及設計類型,建立市區型自行車道設置評估模式架構,以台北市信義計畫區自行車道做使用後評估(POE)探討,發掘課題及擬定相關對策,營造良好之都市自行車道空間環境品質。
For the policy of Energy Efficiency and Carbon Reduction, the government proposed that the bike for the transportation. The bike is the green transport that has low pollution to the environment. In recent years, people’s life style has changed, the number of bike-riding has increased., the right of way-using also gradually to be respected, so it’s important to plan the Bikeways in the town. Although the government proposed the bike-riding, the government did not establish the principle of the bikeways. At present Taipei has completed 5 bikeways and 61 bike route. However the restrictions of planning the routes, the number of vehicles, many kinds of vehicles and along roadsides provisional parking, bikeways in Taipei’s town still have many problems to improve. In this research I will use the literature review, questionnaire survey and records by observing, that making more understanding about the bikeway’s establishment. Therefore the research’s purpose is that planning the theorem of bikeway’s scheme and design type to establish the bikeway’s pattern construction. I will give Taipei Shing-Yi district an example based on the P. O. E. theory, to discover topics and plan strategies, making a good environment and quality about the urban bikeway.
