電視節目製作關鍵流程與績效管理模式之研究

摘要

在經濟格局變為更加複雜而難以把握的年代，伴隨精進的科技與網路新媒體的世紀到來，中國經濟的崛起、企業全球化的佈局、國際經濟變動與結盟的趨勢，都使得台灣媒體傳播產業，在過去賴以成功的發展模式面臨挑戰。也使得電視節目製作在這個產製環境之下，電視台的經營管理日益困頓，主要是由於公司經營管理者與節目製作團隊缺乏策略資訊與績效管理的概念，容易造就出錯誤的決策與營運管理上的危機。
本研究透過文獻回顧與專家深度訪談配合問卷方式，綜合分析與探討電視節目製作所應具備的策略主題、策略目標間的因果以及衡量關鍵績效指標，並導出電視節目製作的關鍵流程，建構出一套屬於媒體傳播產業中電視節目製作關鍵流程的績效管理模式。最後，輔以實務個案作示範，以說明導入平衡計分卡前後關鍵流程績效指標的分析，其中包含電視節目製作流程之改善、專案時程與成本的績效管理，整合運用以實獲值管理為依據的行動方案。

In the era of Globalization、technology and china economic growth. it makes the TV development model of success in the past faced challenges. The management of TV program production is becoming increasingly exhausted in the production environment. Mainly due to the non-professional management team lack the concept of strategic information and performance management, so easy to make a wrong decision and operational management of crisis.
This thesis through literature review and expert interviews with the questionnaire to analysis and discussion the strategy of TV programs, relationship between strategic objectives and key performance indicators, and then export a key process of television production, to construct a performance management of the television production. Finally, Adopt the case study as the validation of our study. Illustrate the balanced scorecard performance indicators and the analysis of key processes that include Improvement of TV process production, project schedule and cost performance management and integrate the use of earned value management based action.
