WEEE回收系統選擇決策模式之研究

摘要


近年來由於資訊電子電機產品生命週期急速縮短的趨勢下,世界各地大量廢電子電機設備造成了棘手的環境問題,歐盟針對廢電子電機設備問題率先通過了WEEE指令,要求生產者擔負起廢棄產品的相關回收處理責任,而歐盟各會員國因應WEEE指令的立法進度與內容不盡相同,廢電子電機產品回收系統模式也各有差異,主要分為2類,一為壟斷式回收體系,品牌商只要付費即完成所需擔負之生產者責任,而另一類為開放式回收體系,品牌商除了要在此類型國家註冊外,並需要自行尋找回收系統進行產品之後續回收處理。 本研究之主軸即為台灣資訊電子電機產業者在採用開放式回收體系的歐洲國家中,該如何選擇與最適當之回收系統業者合作,以進行廢棄產品後續的生命終期處理,本文以台灣主機板業者角度,利用模糊分析網路程序法進行主機板產業在回收系統選擇決策模型之建構,並輔以一模擬案例,說明回收系統選擇之流程與步驟,期望提供給其他台灣資訊電子電機業者於因應WEEE指令時作為參考。

Because the lifecycle of the information electronic and electrical product is shortened rapidly in recent years, it causes the serious problem about a large number of the waste of electronic and electrical equipment around the world. European Union has taken the lead in legislate the Directives on Waste Electronic and Electrical Equipment (WEEE) in order to solve the problem about the waste of electronic and electrical equipment. It requires producers to bear the relevant responsibility about the end-of-life products. Every member state in E.U. must translate the WEEE Directive into their country laws. The legislative progress and content in every member state are not the same, even the WEEE compliance schema are exactly difference. The major categories of WEEE compliance schema are national monopolistic system and multiple consortia system. The OBM producers just only pay some correla-tion fees then finish producers’ responsibility under the National monopolistic system. But in multiple consortia system, the OBM producers not only must register in this type of the country but also look for WEEE recycling system by oneself to collect, treatment, recover their own products. The core of this research is that when Taiwan’s information electronic and elec-trical OBM producers want to sell their products under the multiple consortia system environment, how to choose the most proper WEEE recycling system to proceed the end-of-life treatment about the discard products. This research will use the Fuzzy Ana-lytic Network Process (FANP) method to develop the decision model about the selec-tion model of WEEE system for Taiwan’s Mother Board Industry, and a simulate case study will discuss. This decision model can make a reference model, and offer to Tai-wan’s information electronic and electrical industry to use.
