北高雄石化產業發展脈絡之研究

摘要

石化工業曾於由農業進入工商業社會的過程中，對臺灣經濟起了極大的貢獻。然而也因所衍生的環境汙染，致令石化產業逐漸與公安意外、環保議題掛勾，形成產業發展的瓶頸。本研究以文獻分析法，以高雄市之石化工業為研究範圍，並彙整臺灣現代之經濟及產業發展，以期了解高雄之石化工業之發展脈絡，以中觀之角度來整理石化產業於臺灣之沿革以及所面對的課題。茲得出本研究結果有四。(一)、石化產業是為一臺灣現代工業之變異縮影，由石化產業之萌芽、興盛到今日之困境，亦是鑲嵌著臺灣經濟發展的脈絡與軌跡；(二)、高雄以石化產業而晉身「工業城市」，今日高雄城市發展的政策性轉型，顯示出臺灣社會之集體期待：由工業而臻至服務、觀光、文創等，高雄石化產業如同臺灣的石化業般，正面臨著：升級或衰落的十字路口；(三)、公共安全之意外頻傳以及形成環境汙染之刻板印象，與石化產業之間掛勾之刻板印象，是為臺灣石化產業之難以消除之瓶頸，需要時間來加以消融。比起石化工業本身於資金、人力、技術等條件要求上，更需要去克服的瓶頸；(四)、強化臺灣石化產業之技術穩定、成熟、相對低汙染之強項，進而擴增拉大臺灣與中國石化產品之差異化，並致令得以升級而再創佳績，是個臺灣石化產業可以期待的明天。

The petrochemical industry has substantially contributed to Taiwanese economic development during the transformation process from an agricultural society to an industrial and commercial society. However, the resulting environmental pollution from the petrochemical industry has linked the industry to public safety accidents and environmental issues, causing a development difficulty in the industry.
Based on literature analyses of the petrochemical industry in Kaohsiung City and the summarization of modern economic and industrial development in Taiwan, we tracked and organized the development context of the petrochemical industry in Kaohsiung and summarized the issues related to petrochemical industry development in Taiwan. This study concluded 4 results as follows:
(a) The petrochemical industry is a miniaturized model of the Taiwanese modern industry. The emergence, prosperity, and current difficulty of the petrochemical industry exemplified the context and traces of Taiwanese economic development
(b) Kaohsiung City became an industrial city thanks to the development of the petrochemical industry. The policy transition of the current municipal development of Kaohsiung City signifies the common expectation of the Taiwanese public, indicating a process transitioning from the heavy industry to services, tourism, and cultural and creative industries. The petrochemical industry in Kaohsiung, as well as the petrochemical industry in Taiwan, is now at the diverged path for advancement and declination.
(c) The petrochemical industry is constantly linked to frequent public safety accidents and environmental polluter. This stereotyped image of the petrochemical industry requires considerable time to address or reverse. Comparedwith condition requirements, such as capital, human power, and technologies in the petrochemical industry, the stereotyped image issue deserves higher attention.
(d) The stereotype that petrochemical equals pollution must be eliminated through promulgation and education to change the public perception and gain faith in the petrochemical industry. Consequently, the Taiwanese petrochemical industry will become high-value-added and create anticipated peaks
(e) The Taiwanese petrochemical industry must strengthen its competitive advantages, such as technological stability, maturity, and relatively low pollution, to increase the difference between Taiwanese and Chinese petrochemical products, thereby advancing the industry performance and regain previous glory.
