以危機處理方法改善公共工程執行障礙之研究

公共工程的興闢是國家促進社會福利、增進經濟發展，厚植國力的重要措施，政府依國家整體政策目標及基礎建設需求，擬定各種經濟計畫，再交付各級機關執行建設；因此，國家公共工程之興闢，在積極面上的考量既是加強國家整體競爭力，在實質面上亦是促進國內營建產業的發展。然而工程推動的執行危機發生時，相關執行單位卻無法有效阻止危機蔓延，導致工程無法順利推動。近年政府編列大筆特別預算擴大公共工程建設，如何使其順利有效推動工程建設，避免執行障礙重複發生，實為當前重要課題。「風險管理」與「危機管理」是行政院近年來強調的施政革新觀念；風險發生前，著重風險管理；風險發生後，著重危機處理。危機處理中之決策者面臨時間緊迫、新狀況連續產生、各界關注壓力、負面報導發酵與身、心理負荷等與一般常態性決策不同；如何由「危機處理」的觀點，剖析工程執行的障礙課題，並進一步研提處理應變知道，有深入探討的價值。以往對於危機處理的應用研究，多是針對重大政治衝擊或大型災難事件，然而一個公共工程可以視為一個專案，工程執行遇到障礙，可以視為這個專案遇到「危機」。因此，本研究以「危機處理」觀點探討公共工程執行障礙。本研究選擇監察院糾正的工程案文為分析執行障礙的資料來源，並依其糾正案文彙整出的執行障礙因素經由專家訪談整理出改善對策；研究發現現址勘查不實、未考量基地之土地權、遇民眾抗爭及細部變更設計內容冗長等，皆使工程停擺；其研究結果供政府相關單位、營造廠商及專家學者參考。
