馬祖地區發電燃料成本統計分析及運轉策略研究

摘要


本文針對馬祖地區發電燃料成本進行統計分析,並藉此規劃機組運轉策略,其中統計分析馬祖南北竿地區之珠山、南竿及北竿三座發電廠共16部機組之發電燃料成本,而以安全運轉為主且兼顧經濟運轉之原則下探討其運轉策略。首先經由各電廠機組運轉報表中紀錄之數據加以統計,並分析其各機組有效淨出力與燃耗率(L/kWh),據以獲得機組發電運轉成本(NT$/hr),提供規劃機組運轉時之運轉成本參考。且探討機組運轉成本變化、系統熱機備轉容量(Spinning Reserve)、單機占比例以及分匯流排運轉等條件下,規劃系統於不同負載準位下之機組調度運轉模式,並使用電力系統分析軟體(PSS/E)建構馬祖南北竿地區電力系統模型,將規劃後之機組運轉模式進行電力潮流、故障及穩定度模擬分析,以驗證機組調度結果滿足安全及經濟需求,進而藉此提出運轉策略。本文所得發電燃料統計分析結果可供長期燃料規劃之參考,而所提出的運轉策略可達到兼顧安全與經濟的運轉目標。

In this thesis aims to study the operation strategies of units in Mazu area, based on the generator fuel cost statistics and analysis in which the fuel cost of generation units in the three plants located on ZhuSan, NanGan and PeiGan generation plants are analyzed, and the operation strategies of units dispatch are planned mainly considering both economy and security issues. Firstly, the efficient net power output and heat rate (L/kWh) of each unit are analyzed according to the statistic data from the operation report of each plant. Then, the operation cost (NT$/hr) variation of each unit can be obtained, and can be provided as a reference for scheduling unit operation. The unit dispatch operation mode under different load level will be planned considering the operation costs of units, system spinning reserve, penetration rate of single unit and split-bus operation. Finally, the power system model of Matsu areas is constructed by a power system software package, namely power system simulation for engineering (PSS/E), to perform the of power flow, fault and stability of the system for verifying unit dispatch results analysis satisfying the security and economical requirements. The generation fuel cost statistic and analysis result issue useful reference for long term fuel planning, and the proposed operation strategy of unit can reach the security and economical operation in Matsu area.
