企業社會責任管理循環之建立

摘要


「企業自主的於其經營活動及與利害相關者互動過程中,整合社會及環境議題的一種觀念」;以上為歐洲議會於「企業社會責任」(Corporate Social Responsibility; CSR)所下之定義。 據國際勞工組織(ILO)2007年調查;迄今,全球已有超過400種社會責任標準,魁諸前揭社會責任標準中,又以非政府組織(NGO)「國際社會責任(Social Accountability International)、公平勞工協會(Fair Labor Association)、道德商業貿易聯盟(Ethical Trade Initiative)、清潔成衣運動(Clear Clothing Campaign)、商業社會責任(Business for Social Responsibility)、國際玩具協會(International Council of Toy Industry)、世界服裝聯盟WRAP、電子工業行為準則(EICC)及商界社會責任行動(BSCI)」所制定的社會責任標準較具知名;惟有執行第三者公正機構國際驗證者,僅有國際社會責任(Social Accountability International)於2008年5月30日修頒之SA8000:2008標準。 查國際社會責任(SAI)2008年6月於網站公示已通過SA8000:2001標準驗證的我國11家廠商,其中之一於2008年1月座落在中國的生產工廠因工資爭議發生大罷工事件,且全數通過驗證的11家廠商於我國政府主管機關網站上,亦無成立工會的訊息可考;前揭現況與SA8000:2008驗證條文要求頗有落差。在全球化激烈競爭發展下,我國企業如何因應並符合跨國性客戶暨利害相關者社會責任生產守則要求、建制具風險管理能力與國際競爭力的前瞻性企業社會責任管理制度,進而有效執行供應鏈管理,為本論文研究之主要動機與目 的。 準此,本論文將以得執行第三者驗證的社會責任相關國際管理系統ISO9001、ISO14001、OHSAS18001、QC080000及SA8000等管理循環加以解析,並分別融合知名社會責任行業標準「電子工業行為準則」(EICC2.0),發展適用於我國企業的「企業社會責任管理循環」,並將此管理循環分別運用於台商於越南及中國地區生產工廠供應鏈管理審查,再復以特性要因圖及製備柏拉圖運用之「80-20原理」將「企業社會責任管理循環」相關議題供應鏈管理審查 結果加以分析探討,以供企業永續發展運作參考。

The European Commission defines CSR(Corporate Social Responsibility) as a concept whereby companies integrate social and environmental concerns in their business operations and in their interaction with their stakeholders on a voluntary basis. According to International Labor Organization(ILO) 2007 investigation, above 400 kinds of social responsibility standards are implementing, among these standards, like Non-Government Organization(NGO) “Social Accountability International(SAI), Ethical Trade Initiative(ETI), Clear Clothing Campaign(CCC), Business for Social Responsibility(BSR), International Council of Toy Industry(ICTI), Worldwide Responsible Apparel Production(WRAP), Electronic Industry Code of Conduct(EICC), and Business Social Compliance Initiative(BSCI)” are more famous. But only SAI in 2008/5/30 announced SA8000:2008 standard could implement third party certification. From 2008/6 SAI internet web-site found, they were 11 companies had awarded SA8000:2008 certification in Taiwan, but one certificated company, its manufacture factory located in China occurred workers to go on strike in 2008/1 because wages’ conflict. And all certificated companies, couldn’t find any trade union had organized from local government internet web-site. These are noncompliance with SA8000:2008 standard. In harsh global competition, how to compliance with international customers’ and interested parties’ CSR standards, set a risk-ability and foreseeing CSR management system and make suppliers chain management efficiently, are this report research motive and destination. From analyze social responsibility relevant international certification management system ISO9001, ISO14001, OHSAS18001, QC080000, and SA8000 management recycling, and combined with trade social responsibility standard EICC2.0, form a new model “CSR’s management cycle”, and implemented this “CSR’s management cycling” to Taiwanese enterprises at Vietnam and China manufacture plants suppliers’ chain management review, and analyze these review results with “cause and effect analysis” and “80:20 principle”, make an example for enterprise reference in order to continual development.
