我國職業訓練規劃管理師任務與應備職能之研究

A Study of the Tasks and Competencies for Vocational Training Program Planning and Management Specialists in Taiwan

摘要


職業訓練規劃管理師係於公立及民間實施職業訓練之單位或部門,規劃發展、執行、控管訓練計畫的業務人員,本研究旨在分析職業訓練規劃管理師的任務並探討職業訓練規劃管理師應備職能的內涵,以提供未來發展該類人員系統化培訓或能力認證制度時,職能需求規劃的參考基準。本研究藉由文獻分析及二回合德懷術的實施,來達成研究的目的。 文獻分析部分就職業訓練規劃管理師需求背景、職能的意涵及分析方法、職業訓練規劃管理師任務及職能等三方面進行探討,歸納出職業訓練規劃管理師的五項任務及應備職能的參考項目,據以編製本研究之德懷術問卷。 德懷術的實施方面,係由學者、公立及民間部門專家計15人,組成德懷術專家小組,實施二回合之德懷術及一次離群意見調查,以百分比、平均數及標準差等描述統計方法進行分析,透過本研究的過程,建構出職業訓練規劃管理師六個構面,包括分析與界定培訓需求構面10項、訓練設計與規劃構面13項、發展訓練資源構面7項、執行訓練計畫構面13項、即時監測控管與訓練結果評估構面13項、一般職能構面19項等75個應備職能項目。 最後進一步綜合文獻分析及研究成果,針對研究成果運用的方面提出一、發展職業訓練規劃管理師職能訓練的標準課程,二、建構職業訓練規劃管理師職能訓練的供應體系,三、發展職業訓練規劃管理師的職能認證制度,四、發展職能分析師資格認證做為基礎等四項建議;再針對後續研究的方面提出一、職業訓練規劃管理師職能建構歷程的研究,二、職業訓練規劃管理師職能認證制度的研究等二項建議。提供未來推動該類人員系統化培訓或能力認證制度之參考。

A vocational training program planning and management specialist is in charge of planning, developing, executing, and controlling the training programs in (public and private) vocational training sectors. This study aimed at analyzing and discussing the tasks and necessary competencies for the vocational training program planning and management specialists, which can be the reference to development the systematic training program and ability certification system for vocational training program planning and management specialists. This thesis achieves the study purpose via literature review and two rounds of Delphi Technique. In literature review, the researcher discussed the demand of vocational training program planning and management specialist, the definition and analysis method of competency, and the tasks and competencies of vocational training program planning and management specialist. Based on the results of literature review, five tasks and competency elements were summarized and the Delphi questionnaire for this study was constructed. To implement Delphi method, 15 experts, from academia, public and private sectors respectively, were invited to participate in the survey. After two rounds of survey and an outlier opinion survey, the results were analyzed by descriptive statistics including percentage, mean, and standard deviation. This study found a total of 6 dimensions with 75 competencies for the vocational training planning and management specilists. There are 10 competencies in “analysis and define the training requirement” dimension, 13 in “design and plan the training program” dimension, 7 in “developing training resources” dimension, 13 in “implementing training plans” dimension, another 13 in “controlling and evaluate the results” dimension, and 19 in “general competency” dimension. By integrating literature review and the research results, 4 applications of the findings of this study were suggested: (1) develop the standard competency courses for vocational training program planning and management specialist, (2) establish the competency courses supply system for vocational training program planning and management specialist (3) develop the competency certification system for vocational training program planning and management specialist, and (4) develop the qualification for vocational training program planning and management specialist. At last, the researcher proposed 2 suggestions for further study: (1) study of the competency establishing process for vocational training program planning and management specialists, and (2) study of the competency certification system for vocational training program planning and management specialists.
