精神病院收容者避難移動速度研究

摘要

逃生避難之人員水平與垂直移動速度數值是逃生避難設計檢證與相關研究之重要數據。國內文獻對於逃生避難之人員移動數據，大致包含各個不同年齡層與不同性別的資料，但對於醫院中之精神病患集體逃生避難的特性與相關研究則相當缺乏。精神病院所收容之人員有部份身心障礙、生理、甚至加上心理上的障礙，都會影響火災發生時避難行為。然而國內對於精神病院的相關研究卻相當缺乏，更遑論有關精神病患在避難時之移動速度的基礎資料。
本研究藉由精神病院進行自衛消防編組演練時實施觀察與測量，以利獲得精神病患的避難行為特性及避難速度數值，進而提供相關醫療院所未來改善防火管理之參考，亦可提供消防或建築人員在進行防火工程設計上之準據。本次演練共有178位病患參與，自醫院五樓逃生至一樓。本研究根據演練中置於各逃生口之計時器資料與攝影資料，做詳細的探討，以此推估醫院精神病患集體避難之人流速度、流量係數、水平移動速度與垂直移動速度。根據本次演練數據，醫院精神病患的水平移動速度能力均略優於其他避難弱勢、高齡者及學齡學童的水平平均移動速度，若相較於安養機構健康者老年人則平均移動速度相近；在垂直移動速度方面，則精神病患集體避難之垂直移動能力約略在學齡學童中間，若相較於為安養機構健康者老年人平均速度則高出許多。本研究最後並對於醫院精神病患集體避難之水平與垂直兩種移動能力具相當明顯差異進行仔細的探討，可對未來相關研究提供參考，進而提升我國在精神病院安全水準。

Evacuation moving speed of the patients in psychiatric hospitals is very importment in the evacuation exercise area. Patients of psychiatric hospitals have some of the physical in nature or psychological barriers; often cause a significant impact on that refuge delay if a fire breaks out. However, statistics and studies on the psychiatric hospitals evacuation are very rare.
The major purpose of this study is to measure the patients’ moving ability in a psychiatric hospital. The psychiatric hospital and the fire department arranged 178 patients to involve in evacuation exercise in psychiatric hospital. Observation and measurement in the evacuation exercises were carried out on vertical downward physical movement of patients to investigate the time and speed of escape as affected by human biological factors and background environmental conditions. These provide understanding of, in the course of an actual fire or an emergency evacuation, some factors that might possibly affect the evacuation and also to identify all possible solutions.
