台灣由於地理位置及地形地質之關係，每年均會遭受天然災害的侵襲，尤其於1999年更遭逢九二一大地震及2001年受到桃芝與納莉颱風的破壞，均造成重大人員傷亡及財產損失，為此，政府發現到災害防救的工作，如果僅依賴政府的力量是不足的，因此，於2002年核定「社區防救災總體營造實施實計畫」，期以社區為單位「由下而上」、「自救而後人救」的觀念，擇定10個高危險地區，進行 試辦社區防救災工作。
本研究以美國的〞Project Imapect”及日本神戶市「防災福利社區事業計畫」與印尼地區則有洪水減災方案等進行國外文獻回顧，並以國內近年推動的方式加以比較分析，最後以實驗個案，進行推導理論的驗證，以得到最終的成果。
本研究推導出防災社區推動機制，大致可分為三大階段，第一階段為啟動與資料蒐集；第二階段為災害分析及製作地圖；第三段階為應變技能訓練及綜合演練。另並發現防災社區推動機制之演進過程，分為從「消極承受」（耐災社區）到「積極防治」（抗災社區、防災社區）；從「政府主導」(社區總體營造計畫)到「社區自主、全民參與」（六星計畫）；從「救災搶救」(社區總體營造計畫)到「減災、整備、應變、復建」（行政院災防會3年中程計畫）等3的面向的改變。

Because of geographical position and topographical relation of geology , Taiwan suffer invasion and attack of natural calamity every year.The damage of 921 big earthquake in 1999 and TORAJI and NARI typhoon in 2001,caused great casualties and property loss . For this reason, the government finds the work of disaster managent,can not only be relied on their own strength.Therefore, Taiwan government promotes”The Plan Of community whole disaster managent “ in 2002,and hopes to regard community as a unit , a concept of ” from bottom to top”and” save himeself and then help others”.Therefore,ten high dangerous areas were selected to run the experiment as a community to defend the disaster relief work.
This study is about foreign document retrospecresearch using the “Project Imapect” of U.S.A. ,the”disaster manegent and welfare community career plan”'of Kobe city of Japan ,and “Community-based Food Mitigation Project:The case study of Badnung City”of Indonesia,to analyze the way of promoting in recent years at home. Finally, with the experiment,the verification of the theory would be derived in order to get the final results.
This study derives out a result of the mechanism for promoting disaster resistant community,which can be roughly divided into three major steps .First,”start and collect the information”;Second, “analyse and make maps”; Finally,” train and train synthetically.
