以六個標準差進行專案品質管理之研究

摘要


我國加入WTO世界貿易組織之後,產業界即面臨多變的市場風險與微利時代的挑戰,在此一衝擊下,企業發展暫時難以擺脫微利經營的模式。因此,台灣資訊企業紛紛採取台灣接單大陸生產的營運策略以滿足顧客需求,提升企業獲利能力。在此一環境影響下,引發本研究欲瞭解台灣資訊企業藉推動六標準差專案管理,來縮短企業流程、有效降低供應鏈成本或重新檢視產品營運結構的動機。六標準差專案不只是一套工具,更是企業轉型的方法,這套方法與其他方法最主要差別是由上而下的強勢主導企業組織的改變,與過去品管圈、提案改善的方法不同,它強調的是為了要符合組織快速調整。因此,在這波企業變革潮流裡六標準差專案管理仍扮演一個非常重要的角色。本研究深知「專案」是六標準差的核心,企業要成功的實施六標準差專案,必須推動一系列有計畫、有組織、有系統之專案活動。本研究藉由進行文獻探討與深入訪談國內實際推行六標準差專案的企業,以了解個案企業在推動六標準差專案的方式及成效,並研究其推動過程中所遭遇的管理問題及流程整合的解決方案,以有系統的歸納方式,整理出個案企業的成功經驗和遭遇問題所提出的解決方案,提供建議給欲推動六標準差專案管理的企業參考或提供給學界欲研究六標準差專案管理議題的學者專家卓參。

Since Taiwan’s accession to WTO, most of industries have faced the drastic ever-changing market risks and challenges in an era of micro-profit. In face of such impacts, enterprises can hardly break away from the practice of the micro-profit operation modes. In such context, enterprises engaging in information business in Taiwan have started to adopt the operation strategy featuring a pattern of “order entry in Taiwan and production in China” to satisfy customers’ demands in the hopes of elevating their profitability. In the light of such influence, this research aims to build an insight into the motives of Taiwan’s information enterprises to curtail the business processes, lower the cost of supply chain effectively or re-inspect the operation structure of products by virtue of driving an implementation of management of the Six Sigma Project. More than a set of tools, Six Sigma Project is the means for enterprise transformation that is distinguished mainly from other means in the fact that the hierarchically strong guidance to the change of business organization is quite differentiated from means of QCC and QIT (Quality Improvement Team) practiced in the past as it stresses the conformity with the organization’s rapid regulation. Therefore, in the wake of a trend for business reformation, management of the Six Sigma Project still plays one critical role. Having comprehended that ‘project’ is the core of six sigma, this research indicates that a series of planned, organized and systematic projects shall be promoted if enterprises intend to carry out the Six Sigma Project successfully. By virtue of carrying out the probe into documents and literatures and in-depth interview from domestic enterprises which have driven the implementation of the Six Sigma Project, this research intends to get a clear picture of the means and effects for case study-based enterprises which have driven the implementation of the Six Sigma Project as well as conducts research into the issues of management and solutions to integration of technological processes during the course of the promotion, thus using systematic inductive methods to collate the successful experiences and solutions to problems they confronted from the case study-based enterprises and further offering advice to those who intend to drive the implementation of management of the Six Sigma Project or to scholars who intend to conduct research into issues about management of the Six Sigma Project.
