因應國內現階段技職教育轉型與發展,加強技職學校與產業結合,推動技職校院產學合作,媒合教學與產業界進行產學合作,政府在技專校院成立技術研發中心,強化產業技術之研發。 過去的幾年間,政府成立了40所技術研發中心,然而各中心經營績效落差頗具明顯,每年主管機關都需編列龐大預算並花費時間與人力,用以作為評估各技術研發中心經營效率。因此,本研究針對2006年成立滿一年(含以上)的30所技術研發中心,採用資料包絡分析(Data Envelopment analysis, DEA)之效率衡量模式,進行績效評估。 由實證研究得知,以各中心之資本門與經常門為投入項,以合作廠商家數、專利申請、專利獲得、技轉件數作為產出項的DEA 效率分析結果,其中有8所技術研發中心無論在CCR或BCC模式,皆顯現有效率,其中19個中心處於規模報酬遞增 (IRS),1個中心處於規模報酬遞減(DRS),由此可知技術研發中心之經營效率尚有很大的改善空間,同時差額變數分析,能提供管理者針對不同效率進行管理與改進,以提升整體之經營效率。
In order to match the transition of the technological and vocational education and to enhance the cooperation with industry, the Government has established the technology research centers in the technological and vocational school to strengthen the Industry-College cooperative technological research. During the past few years, the Government has established 40 technology research centers. However, there are different performances among each technology research center. The administration has to plan huge budgets every year to evaluate the relative efficiency of those centers. Therefore, in this study, we focused especially on the performance evaluation of 30 technology research centers which were found over one year by using Data Envelopment Analysis (DEA). According to the result of DEA which sets capital outlay and routine outlay as input items, and sets co-operative factories, application of patents, acquirement of patents, and technology transfer as output items. Eight of the targeted technology research centers are effective. Nineteen of these centers are in increasing returns to scale. One of these centers is in decreasing returns to scale. We found that there are still spaces for the technological R&D centers to improve its own efficiency. Meanwhile, Slack Variable Analysis may also provide managers to improve total operating performance basing on different efficiency.
