生態旅遊永續發展策略之研究－以桃米生態社區為例

Sustainable Development Strategy for Ecotourism – A Case Study of Tao-Mi Ecological Community

摘要

生態旅遊為因應環境、經濟、社會各層面問題之需求而產生的旅遊模式，其本質在於環境責任教育，減少環境衝突，加強自然環境認知，及回饋生態旅遊地。桃米生態社區歷經九二一震災浩劫後，經由非營利組織、公部門與社區居民共同努力，由原本漸居沒落的傳統農業村落，利用其豐富自然資源，轉型成以生態旅遊為產業主軸的生態社區，成為臺灣少數持續推廣與經營生態旅遊之案例。

本研究透過訪談財團法人新故鄉文教基金會、南投縣埔里鎮桃米社區發展協會、南投縣桃米自然保育及生態旅遊協會，三個不同性質且持續參與生態旅遊推廣之單位，探討重建至今具有永續經營理念的相關策略，及目前桃米生態社區生態旅遊發展所面臨到的相關課題。

研究顯示桃米生態社區生態旅遊永續經營有四個重點策略：一、非營利事業組織整合公部門及民間相關計畫；二、持續接受生態旅遊相關產業長期培訓；三、公部門給予生態資源調查及推廣之輔導與經費；四、生態旅遊透過公積金回饋社區生活品質。桃米生態社區生態旅遊發展課題與策略分為三個面向：一、自然保育及環境教育礙於認證，有人力不足推廣不易現象，應整合生態專業人力；二、社區培力及利益回饋主要因公積金機制無法落實，形成社區事務無法推動及參與斷層，應統籌社區事務以回饋社區建設；三、產業推廣及政策執行因輔導單位抽離社區，形成計畫申請不易之現象，公部門應組織相關輔導單位給予社區諮詢。

Ecotourism is a tourism model response to travel demand arising from environmental, economic and social dimensions. Ecotourism is the essence of education, environmental responsibility, reducing environmental conflicts, enhancing awareness of the natural environment, and feedback for touristn destination. Tao-mi ecological communities after disasters of 921 massive earthquake, through the non-profit organizations, public sector and community residents work together, turning the community from the original decline of traditional agricultural village, with its abundant natural resources, transformation into an ecological tourism industry spindle ecological community. Tao-mi ecological communities becoming a minority cases which continue to promote and management ecotourism in Taiwan.

In this research, through interviews with Institute for New Homeland Foundation, and Puli Township, Nantou County Development Association of Tao-mi, Association of Tao-mi Conservation and Ecotourism of Nantou County, and the continued participation of three different types of ecotourism promotion unit of reconstruction has related to the concept of sustainable management strategies, and investigate redevelopment since has related to the concept of sustainable management strategies and the current relevant topics of Tao-mi ecological communities ecotourism.

Research has shown Tao-mi ecological communities ecotourism has four key strategies: First, non-profit business organization related to the integration of public and private sector projects; Second, ecotourism related industries continued to receive long-term training; Third, the ecological resources of the public sector to environmental survey and promotion of guidance and funding; four, ecotourism through the provident fund back to the community quality of life.

Tao-mi ecological communities ecotourism bases ecotourism development issues and strategies in three dimensions: First, due to barrier certification, there is the phenomenon of lack of manpower for difficult to promote conservation and environmental education, ecology professional manpower should be integrated; Second, the community empowerment and the interests of the major feedback mechanism can not be implemented due to fund formed to promote and participate in community affairs could not fault, should be integrated community affairs to give back to community construction; Third, industrial promotion and policy implementation unit pulled out of the community, the phenomenon is not easy to form a plan to apply, the public sector should be organized relative to counseling units and community consultation.
