應用大眾運輸導向發展理念於都市計畫工業區再開發之研究-以竹圍工業區為例

摘要


時空環境的轉變與產業經濟的群聚,使傳統都市計畫工業區呈現老舊或閒置廢棄的情況不斷增加。隨著都市快速的成長與需求的提升,政府與民間不斷的向非都市地區擴張,卻忽略既成都市計畫區內閒置可再利用之土地。近年來台北縣市在大眾運輸系統的建構已有初步的規模,但土地的開發上僅止於場站的出入口。因此,本研究主要為探討藉由大眾運輸導向發展理論促使老舊與閒置之都市計畫工業區能再開發使用。藉由探討國內外相關文獻與案例,分析大眾運輸導向發展、都市計畫工業區、再開發等相關理論與內涵及更新辦理方式,並列舉相關國外案例學習其經驗與優點。本研究為求成果能對都市計畫工業區之再開發帶來實質效益,乃藉由文獻與案例探討相關課題,將其問題擬定為專家問卷與評估準則,透過分析階層程序法之成對比較與權重值和一致性的分析,進而將準則排序,並應用於示範地區之模擬。為塑造永續與優質的都市環境,研究結論包含評估準則、再開發之方式、政策法規及相關策略,最後建議計畫的執行方式與政策與法規的整合。期望藉由本研究的成果,能協助國內老舊與閒置的都市計畫工業區依據大眾運輸導向發展之理念進行評估與再開發。

並列摘要


The environmental change from time to time and colony of productive economy make the traditional urban industry park outdated, idle or abolished more and more. Along with the rapid growth and promotional necessity, the government and people never cease to enlarge the city toward the area outside, but omit the idle lands where redevelopment is available in the existed urban planning area. For recent years, the construction of MRT has sounded an initial scale. However, merely the lands at the exit and entrance of stations have been developed. Therefore, this research is mainly to search for enabling us to redevelop the outdated and idle urban industry park with TOD theory. Studying the foreign and domestic papers and cases helps us analyze the relative theory and contents of TOD, urban industry park & redevelopment and list up the foreign experience and advantage for study. In order to make this paper bring out a practical advantage, the steps are: * to check the related subjects by referring to papers and cases * to lead the problems into expertise questionnaire and make rules to evaluate * to sort the rules by the analysis of paring comparison, weight and concordance with Analytical Hierarchy process (AHP) * to simulate the application at the demonstrating area. Aiming at constructing a sustainable superior urban environment, the summary of this research includes rule to evaluate, the style to redevelop, policy regulation and the relative strategies and suggestion on the way to execute this program and integration of policy and regulation. We anticipate to enable this research to assist the domestic outdated and idle urban industry park being evaluated and redeveloped in accordance with the theory of TOD.
