本研究藉由國家地震工程中心所開發之「台灣地震損失評估系統(TELES)」,於平時境況模擬地震事件,比較災損量化數據與實質防災能量之差異,供地方政府強化地區災害防救計劃之參考。 本研究蒐集國內外防救災資源整備標準與相關災損經驗公式,建立避難收容場所、防救災道路、物資集散、醫療救助與人命搶救、廢棄物處理等規劃原則,並撰寫規劃地區災害防救計畫之規劃案例(避難收容場所、防救災道路)。 藉由境況模擬所得災損結果,分析討論實質防災能量之弱面,使地區災害防救計畫能針對不足處做補強或修訂,擬定相關地震災害防救事項,有效執行災害預防、災害搶救、事故處理、災情勘察以及善後處置、復建等相關事宜,健全災害防救之規劃,提升地方政府對於災害之應變能力,減輕災害及事故損失。
This research provides scenario simulation of the loss in the earthquake before disaster,and the reference for local government draw-up regional disaster prevention and response plan by NCREE, its development "the Taiwan Earthquake Loss Estimation System (TELES)". This research utilizes some projects as the amount of disaster data,the shelters, the roads for disaster prevention, the regulation to supply, medical salvation,life salvation,wastes treatment ,and draws up the earthquake disaster prevention basing on the cases of Regional Disaster Prevention and Response Plan,and,perform disaster prevention,salvation,accidental treatment,disaster prospecting rehabilitates, and recovery effectively to integrate the projects.To promote the contingency ability of all counties and cities for disasters and decrease the loss of disasters and accidents,the projects enable local govervments revise plans according to the real loss.
